In the context of the exercise of the responsibilities of the ROMA Special Secretariat, the establishment and operation of a fixed reference point in the form of a help desk aims to:
To assist the implementation of residential interventions for Roma populations (establishment of temporary settlements, upgrading of settlement infrastructure, improvement of living conditions), by technical inspection of the requests submitted, technical support to the Interministerial Committee for temporary relocation under Article 159 of Law 4483/2017 (Government Gazette, Series I, No 107/31-7-2017), as well as through on-the-spot checks before, during submission and subsequent implementation of settlement interventions.
Support for the development of relevant institutional tools and management of human rights issues
The creation of tools and collection of documentation and consultation data
In the extension and updating of the existing spatial and population distribution database of Roma settlements.
In the organisation, recording and systematising in databases the register of interventions to be set up in accordance with Article 45(3)(k) of the Special Secretariat’s founding law (Law 4430/2016 — Government Gazette, Series I, No 205/31-10-2016) and the quantitative and qualitative data which arrive as primary to the Special Secretariat, in order to enable the monitoring of interventions and the assessment of their implementation and effectiveness through the extraction of indicators.< consulting and supporting the specialisation and implementation of actions and interventions of the Special Secretariat relating to the operation of the Roma Annexes of Municipalities and the issues arising from their operation in relation to the axes of the National Strategy for Social Inclusion of Roma (Housing Infrastructure, Education, Employment and Health Inclusion)< in the operation — management of the existing digital consultation platform for the networking of Roma Annexes and the creation of a digital point of exchange and dialogue to monitor social inclusion policies through the activation of all stakeholders involved in the issue of inclusion.
In the monitoring of the relevant implemented European programmes in favour of Roma with a view to creating a central repository of their results.< the coordination of public administration bodies and support for the functioning of the Council of Experts, the systematic assistance of the Special Secretariat’s interventions, the creation of appropriate tools for the systematisation of data, the collection of primary material from the field, which will result from the operation of the Help desk.
Therefore, it follows from the above that the need to implement the project is directly related to the strengthening of the operational functions of the Special Secretariat which will therefore strengthen its executive role.< the operation helps to build a permanent and sustainable framework of synergy between the above mentioned bodies, to create the necessary tools and data and knowledge pools that contribute decisively to the principle of administrative continuity of public structures.
