Opći je cilj projekta povećati broj naprednih studijskih programa STEM-a, uključujući medicinsku i kreativnu industriju. Poseban cilj projekta je povećati broj moderniziranih RTU STEM studijskih programa poboljšanjem i razvojem RTU infrastrukture. Strategija razvoja infrastrukture RTU usmjerena je na razvoj teritorijalno koncentrirane istraživačke i znanstvene radne infrastrukture te na jačanje strateške specijalizacije. Uz pomoć ovog projekta RTU će nastaviti ulagati u područja u kojima ciljevi reforme ili restrukturiranja još nisu postignuti, a ta će potpora biti logičan nastavak ulaganja koja su već provedena ili su u tijeku i temeljit će se na 2008. Iskustvo stečeno tijekom 2015. i postignuti rezultati te strategija razvoja RTU-a 2015.
