Bendras projekto tikslas – padidinti STEM, įskaitant medicinos ir kūrybos sektorius, pažangių studijų programų skaičių. Konkretus projekto tikslas – didinti modernizuotų RTU STEM studijų programų skaičių gerinant ir plėtojant RTU infrastruktūrą. RTU infrastruktūros plėtros strategijoje daugiausia dėmesio skiriama teritoriškai koncentruotos studijų ir mokslinės darbo infrastruktūros plėtrai bei strateginės specializacijos stiprinimui. Pagal šį projektą RTU toliau investuos į sritis, kuriose reformos ar restruktūrizavimo tikslai dar nepasiekti, ir ši parama bus logiškas jau atliktų arba vykdomų investicijų tęsinys ir bus grindžiamas 2008 m. 2015 m. įgyta patirtis ir pasiekti rezultatai bei 2015 m. RTU plėtros strategija. Projektą planuojama įgyvendinti 48 mėnesius nuo 2017 m. rugsėjo 15 d. iki 2021 m. rugsėjo 14 d., o visos tinkamos finansuoti išlaidos yra 11 725 073,00 EUR (įskaitant ERPF finansavimą – 9 966 312,05 EUR ir valstybės biudžeto finansavimą – 17 587 760,95 EUR).
