Hankkeen yleisenä tavoitteena on lisätä STEM-aineiden, myös lääketieteen ja luovien alojen, pitkälle kehitettyjen opinto-ohjelmien määrää. Hankkeen erityistavoitteena on lisätä nykyaikaistettujen RTU STEM -tutkimusohjelmien määrää parantamalla ja kehittämällä RTU-infrastruktuuria. RTU:n infrastruktuurin kehittämisstrategiassa keskitytään alueellisesti keskitetyn tutkimus- ja tutkimusinfrastruktuurin kehittämiseen sekä strategisen erikoistumisen vahvistamiseen. Tämän hankkeen avulla RTU jatkaa investointeja aloilla, joilla uudistus- tai rakenneuudistustavoitteita ei ole vielä saavutettu, ja tämä tuki on looginen jatko jo tehdyille tai käynnissä oleville investoinneille, jotka perustuvat vuoteen 2008. Vuoden 2015 aikana saadut kokemukset ja saavutetut tulokset sekä RTU:n kehitysstrategia 2015. Hanke on tarkoitus toteuttaa 48 kuukauden ajan 15. syyskuuta 2017–14. syyskuuta 2021, ja sen tukikelpoiset kokonaiskustannukset ovat 11 725 073,00 euroa (mukaan lukien EAKR:n rahoitus – 9 966 312,05 euroa ja valtion talousarviorahoitus – 1 758 760.95).
