Remediation of Szekszárd, Lőtér water base

The aim of the project is to remediate the Lőtér Waterbase in Szekszárd. The elimination of the contamination of drinking water, detected in 1993, was set out in Article 2205/1996. (VII. 24.) was launched under the National Environmental Remediation Programme on the basis of Government Decision. In the course of the remediation work carried out since 1996, the contamination initially identified in a number of sites has been eliminated in some places, but in the most critical areas the contamination remains. It was not possible to prevent the spreading of contaminant tails from these nodes. Despite the multiple relocations of water fountains, water extraction from the water base must be stopped. Based on the 2010 measurement data, the colony area is close to 1.5 km² and a further increase is expected without the removal of the contaminants collected in the four nozzles that require treatment. As a result of the reorganisation of the institutions in the field of environmental protection, the person responsible for the damage responsible for pollution has changed several times. The current liability for damages, the Central Transdanubian Water Directorate, was appointed on the basis of Decree No 4/2005 (K.V. Ért. 3) KvVM, which was designated by the Ministry of Water Management No. 219/2004. (VII. 21) the environmental authority has imposed an obligation on the basis of Government Decree No 17/2001. The obligation shall include the elimination of contamination and the carrying out of monitoring covering the entire area of contamination. In the contaminant zone with the highest concentration and significant surface installation, in addition to handling the contamination, it is necessary to contain it. In the case of other habitats, contamination concentrations are more moderate, but the depth of contamination also narrows the scope of possible procedures. However, several technologies, or combinations thereof, are still suitable for remediation, but many site-specific characteristics need to be identified and field tests are necessary to identify them. During the preparation phase of the project, tests not carried out so far due to a lack of resources will be carried out in order to ascertain the state of contamination. With the precise knowledge of the state of contamination, the best-performing technologies will be tested on the spot. The final technical solution will be selected by a cost-benefit analysis processing the test results. The technical content, scheduling and budget of the planned project are aligned to 1717/2016. (XII. 5.) Government Decree No 1084/2016, as amended by Government Decree No 1084/2016 (II. 29) to the annual development framework laid down in Government Decision.
