Construction of flood protection lines to significant flood levels, reducing the load of defense lines in Central Tisza in the operational area of the Central Tisza Water Directorate

The technical need for development is laid down in Article 74/2014. (XII. 23.) it is justified by the significant flood level defined in the Decree of the Minister for the Interior, as well as the height safety of the main flood protection lines of rivers and, more specifically, the lack of height of the current construction of the defensive line in relation to the values laid down in the Decree. The technical necessity of the project is also confirmed by the geotechnical state of the charge. The geotechnical state was determined by various methods (geophysical exploration, exploratory drilling and analysis, analysis of statistics, nature and locations of flood phenomena). Using the old data and creating a new database, the detailed geotechnical assessment and evaluation of the status of flood protection dykes was carried out in the framework of the GTC project (French hazard and risk mapping). The planned investment contributes significantly to the improvement of the flood safety of the Tisza Valley and to the achievement of the objectives set by Act LXVII of 2004 (VTT Act) by using the experience gained so far in the further development of the Vásárhelyi Plan (VTT). The interventions planned under the project serve to establish, implement and operate a flood protection system that takes into account the magnitude of the values to be protected when developing its specific objectives, including the protection of human life and other cardinal values, i.e. the extent of flood risks. The following interventions are planned under the project: 1. Zagyva left bank between 13+ 400-19+ 746 tkm At Zagyva’s affected embankments, based on the previous design practice, we have planned water-side charge development with a crown width of 4.0 m and a 1:3 double-sided bending (with the elimination of the bench). In order to prevent local foot leaks at the waterside charging foot, we have designed a clay tooth of ~1.0 m depth, with double-sided bends of 1:1 m. In order to minimise expropriation, a steel (or plastic) sheet is crushed in the upper third of the water-side charge brass, which at the same time ensures the watertightness of the existing filling body, replacing the extra charge increase, the development of the saved and water-side brass, as well as the formation of the clay tooth. In line with the development of the charge, it is necessary to rebuild the New Hempéri lock in accordance with the requirements and to establish a new road butol on the relevant filling section. Due to the security aspects of the project, we also planned to break down the Common Border Lock, which was abolished in 2005. 2. 12+ 423-14+ 616 tkm On this section we planned water-side charging development based on the previous design practice, with a crown width of 4.0 m and a 1:3 biparticle bending (with the elimination of existing benches). In order to prevent local foot leaks at the waterside charging foot, we have designed a clay tooth of ~1.0 m depth, with double-sided bends of 1:1 m. At the same time as the filling development, the reconstruction of the Border pumping station and the border lock opening must be reconstructed in accordance with the specifications. The planned development includes the construction of a new road pavement on the affected embankment section and the renovation of the supervising damyard(s). 3. Bridge right shore between 17+ 466-20+ 300 tkm On this section we planned water-side charging development based on the previous planning practice, with a crown width of 4.0 m and a 1:3 double-sided bend (with the elimination of existing benches). Due to the proximity of the residential properties, we recommend the construction of a complex structure of reinforced concrete slit wall and reinforced concrete parapet wall on certain sections of the embankment, which can be achieved with smaller territorial and earth material requirements. During the development, the construction of the Zámbori and Pinczi lock structures is also required, as well as the renovation of the damyard(s) responsible for supervising the filling section. In addition, it indicated the need of the Water Justice to set up a hydrographic monitoring system, which is suitable for monitoring the part of the river Zagya affected by the inflamation. 4. Section of Tisza right shore between sections 19+ 500-20+ 000 tkm. Based on previous planning practice, we have planned water-side recharging development, with a crown width of 5.0 m and a 1:3 water-side bending (with the elimination of the bench). To prevent foot leaks, clay teeth are formed at the waterside charge foot. On both the water- and the saved side, we planned the construction of a 10.0 m maintenance lane and the construction of a new pavement. The planned development includes the refurbishment of the dam site(s) responsible for the supervision of the filling stage.
