Promoting the training, scholarship and placement of parents with young children

According to data from the Central Statistical Office, the number of persons employed in Q2 2019 exceeded 4.5 million, while the activation of inactive and disadvantaged groups from a labour market perspective remains important. In the second quarter of 2019, the number of economically non-active population aged 15-64 exceeded 1.7 million. The integration of this significant workforce into the world of work is a strategic issue. Disadvantaged groups are an important part of the labour reserve, which are the significant social strata on the labour market who are subject to significant employment tensions. Such disadvantaged groups include people with disabilities, people with disabilities, young children and low educational attainment. It is common for individuals to be classified into more than one category at the same time, thus reducing their chances of success in the labour market. The status of parents with young children is considered critical from the labour market point of view, as those receiving domestic childcare leave the world of work for a significant period of time, thus losing valuable years and experience for their careers. The situation of parents with low qualifications at the time of having children is even more severe, given the low chances of integration into the labour market due to lack of basic skills and work experience. The project on promoting the training, scholarship and placement of parents with young children is another important area, as in the current labour shortage, parents with young children are an important potential reserve of labour. Some of these parents, in addition to crèche and flexible employment conditions, need other personalised assistance and support to get back to work. The programme offers them the opportunity and motivation to engage in training to change their profession or to continue their previous occupation, thus gaining up-to-date knowledge and improving their competences during the period of child-raising care. Under the support scheme to be developed, parents with low or unskilled young children may receive a scholarship in case of participation in training if they continue their previous primary or secondary education or vocational training. The project also ensures that the aid is available to people living in less developed regions (North Hungary, North Great Plain, South Great Plain, South Transdanubia, West Transdanubia, Central Transdanubia). The project, implemented from the Economic Development and Innovation Operational Programme, with an envelope of HUF 3 billion, is planned to support the adaptation of at least 2500 people to the labour market, of which at least 2 000 people will have retained their jobs or are re-placed and/or qualified by participating in the programme. In order to achieve the results of the project, the following activities will be carried out: • Feasibility study, • procurement related activities, • Legal preparatory activity, • Implementation of IT developments, • Project professional implementation activities, • Project management activities, • Quality assurance activity, • Communication activities, • Audit.
