The project envisages three stages of implementation: preparatory phase and two phases of project implementation. As part of the preparatory phase, an analysis of the investment potential of lubuskie voivodship will be commissioned, which will be the basis of knowledge for further, proper implementation of the project. This analysis will also include opening reports for all JSTs participating in the project.In the first stage of the project, 43 local government units will be recruited to participate in the project, with which support agreements will be signed. In this part of the project, a series of trainings for management and downstream staff will be carried out. At the last training for management, a list of JST willing to implement will be opened.After this stage, the substantive supervisors will summarise each JST and prepare the implementation plan of JST for a minimum of 22 JSTs (including 1 middle city) participating in the training. Recruitment will be carried out, during which the order of applications and recommendations of substantive caregivers will be decided. The second stage will begin with the signing of implementation agreements with JST, after which caregivers will go on individual visits to the offices of municipalities, powiats and cities.
