The aim of the project is to support activities enabling the widest possible access to broadband networks by providing support to telecommunications companies to finance projects involving the construction, expansion or reconstruction of telecommunications infrastructure networks, which provide mainly broadband access to high-speed internet, i.e. with parameters of 30 Mbps and more. Support may cover both the financing of inputs for the passive part and the active broadband access infrastructure. Both white address points (no NGA access above 30 MB/s) and black points (with NGA access above 30 MB/s) will be financed. It will also be possible to borrow investment for the acquisition of end-users of broadband access infrastructure. According to the update of the ex-ante analysis, it was considered justified to use the guarantee instrument to facilitate access to the lending of broadband investments and working capital for the development of the business of telecommunications entrepreneurs. In addition, due to the fragmentation of the telecoms sector, it is also envisaged to finance the costs of transfers of ownership between independent investors in order to expand its business and strengthen its position in the market.
