Compliance of lighting and lighting system with the certification specifications of Regulation 139/2014

The main objective of the investment proposed under the project ‘CONFORMATION OF BALANCE AND ILLUMINATION SYSTEM WITH CERTIFICATION SPECIFICATIONS IN REGULATION 139/2014’ AT THE INTERNATIONAL AIRPORT CLUJ R.A’ consists of: - Compliance of runway beacon system - landing 07 -25 - Compliance of aircraft parking platform lighting no. 1, - Compliance of aircraft parking platform beacon system no. 2 - positions 10 and 11 - Compliance of the beacon system with regard to new requirements, provided for in the revisions of the certification specifications applicable to aerodromes, approved by Decisions of the EASA Executive Director - Analysis of the remote control software, its hardware components, and establishment of the solution to update / upgrade them, including to include the changes contained in objects 1 and 3. To achieve these objectives, the project will focus on:  meeting the requirements of Commission Regulation (EU) No 139 laying down technical requirements and administrative procedures related to aerodromes pursuant to Regulation (EC) No 216/2008 of the European Parliament and of the Council and Annex to ED Decision 2017/021/R Certification Specifications and Guidance Material for Aerodromes Design CS-ADR-DSN Issue 4 of 8 December 2017 with a view to enhancing passenger safety and security;  By achieving this investment objective, the compliance of the lighting and beacon system with the applicable certification specifications stipulated in EASA Regulation no. 139/2014 will be ensured. Also, after the completion of the works will increase the level of safety in the operational activities carried out on the movement area.  technical solutions allowing construction works to be carried out without suspending air traffic or closing it for a limited period of time;  technical solutions that allow the execution of construction works without causing discomfort to passengers and airport staff;  optimal sizing of the future airport infrastructure in order to assimilate the growth of air traffic and the possibility of extending it subsequently with minimum costs, without closing air traffic and without affecting the comfort of passengers or staff serving the airport; The sizing of the investment has as its main element the fact that Avram Iancu International Airport in Cluj Napoca takes over 70% of the passenger traffic in the North-West region of Romania, in the context in which on a radius of less than 200 kilometers there are 5 other international airports, in Oradea, Satu-Mare, Baia Mare, Sibiu and Tg. Mures. Thus, the airport is of national importance, representing a hub for the northern half of Romania, being at the same time the second airport of the country after Bucharest Henri Coandă International Airport, in terms of passenger traffic.
