The question ‘EC?’ is answered by the general objective and the 3 specific objectives The general objective is: Obtaining green energy from renewable resources, at low costs and high efficiency, in order to ensure the energy independence of UAT Ștei City. The specific objectives are: 1. Design of a photovoltaic park with an installed power of 399kW, in order to obtain energy from renewable resources. 2. Increasing the level of energy independence, as a result of the installation of green energy production equipment with a capacity of 459.660kWh/year 3. Reduction of greenhouse gas emissions by 64.58 tonnes CO2 due to the installation of photovoltaic panels and ground-to-water geothermal pumps. 1. To the question ‘WHY?’, the answer has two components, a component aiming at the perspective of the applicant and a component aiming at the perspective of the investment priority both in Romania and in the European Union. Considering from the perspective of the applicant: - This project facilitates the implementation of measures to decrease the total energy consumption - It is ensured the consolidation of the local budget and the creation of the necessary premises for founding a budget intended to cover real needs of the community and which cannot be supported from other sources than the local ones. - Increasing financial independence The analysis from the perspective of the investment priority in both Romania and the European Union aims at: - use of energy from renewable sources for own consumption at the level of enterprises and local/central public administration (including public institutions subordinated to them or not) - Greenhouse gas reduction CONTRIBUTION OF THE PROJECT TO THE FINANCING PROGRAMME INDICATORS: In accordance with Planning Certificate No 50 of 3 October 2022, the project contains works subject to authorisation and the application for the building permit will be accompanied by the DTAC, an opinion on electricity supply, human health and the environment. In this regard, as regards the environment, the Bihor National Environmental Protection Agency issued Notification No 16110/12.10.2022 concerning public health, the Bihor Public Health Directorate, in its assessment report No 427 of 4 November 2022, concluded that this project is in line with the hygiene and public health rules in force. Last but not least, Technical Connection Notice No 6020221021679 of 11 November 2022 approving the connection of the permanent demand facility to the electricity grid was obtained: school, hostel, gym and public lighting.
