Due to the general demographic change, local governments as employers face many challenges in the coming years. The age structure in the public sector shows that on average one in four employees exceeds the age of 55 and the lowest proportion of employees is between 20 and 30 years old. In addition, a large part of the “young people” migrate from the new federal states. This leads to significant problems in securing youngsters. In 2015, an average age of 48.5 years was established, with 74 % of Gera City Council employees older than 45 years. It is all the more important to maintain the existing potential – especially the “young” employees – and to promote it with the help of qualification measures in order to exist in times of social value and economic structural change and to be able to compete with other municipalities. Targeted personnel development measures are needed to cope with the upcoming changes and to counter future fluctuations. Through Fit for Future, we aim to consolidate the skills of young executives and enable them to successfully master the change and personal development processes in the future with suitable ‘tools’.
