energy modernisation and non-utilisation of the potential to reduce energy consumption in these buildings. Deep comprehensive energy modernisation with the use of renewable energy installations and the exchange of heat sources will lead to a greater reduction in the consumption of heat and electricity. Projects relating to the energy modernisation of buildings must comply with the Regulation of the Minister of Infrastructure of 12 April 2002 on the technical conditions to be met by buildings and their location, the amendment of which, providing for an increase in energy efficiency requirements, entered into force on 1 January 2014 and the Regulation of the Minister for Infrastructure and Development of 3 June 2014 on the methodology for calculating the energy performance of a building and a dwelling or part of a building constituting an independent technical and utility unit and the method of drawing up and model certificates of their energy performance. The identification of the optimal set of energy efficiency measures in a given building will be carried out ex ante on the basis of an energy audit (which is a key element of the project and the eligible cost of the project). As part of the verification of the objectives and effects of the investment, an energy audit (ex post53) should also be carried out after its completion. Educational activities will also be possible, as well as promoting physical activity in the open air, improving the knowledge of teachers, students and local environments in improving air quality, counteracting climate change trends and using renewable energy sources.
