The Agglomération Dijonnaise PLIE is a mechanism for bringing public interventions at the local level into coherence with a view to ensuring access to employment for those most in difficulty. It implements a reinforced individualised accompaniment of the public. Accompanied audiences include beneficiaries of the RSA, the long-term unemployed, single parents among whom young people are overrepresented, workers with disabilities, people at risk of sustainable exclusion on the labour market. After orientation by the partner structures, entry into the PLIE is done on a voluntary basis. The person and his/her referent constitute an entry file, present to a commission allowing the entry to be validated or not. Once validated, participants are assigned a single referent. The course referent is a privileged interlocutor who acts as a “resource person” for the PLIE participant. Its main tasks are: Welcome on the flow people oriented in anticipation of their first appointment on a half day reserved for this purpose each week. Build with the participant an integration path to employment after analysing the maturity of the professional project if it exists, and the degree of autonomy of the person to implement it. Accompany the participant in the construction of his/her journey: Meet him once a month (or 2 times if necessary) propose him steps of the journey to meet the objectives defined with the participant. (N.B: the stages of the course correspond to actions of remobilisation, work on career guidance and project, pre-qualifiing/qualifying/certifying training, job placement and employment (interim, CDD, CDDI, etc.) Ensure the follow-up and coordination of the steps and stages of the participant’s journey throughout his/her career path. Mobilise all the resources necessary to set up the stages of the journey (common law, PLIE programming, insertion clauses, business contacts, various networks, etc.) At all times, give participants the information they need to advance their journey and promote their autonomy by helping them to access the information themselves. Communicate all job, insertion and training opportunities likely to be compatible with the project and the constraints of the participants. Post-employment follow-up for 6 months. Make a quarterly point with the services of the Departmental Council (corresponding Agence Solidarité Famille and team of coordinators) and the Référent Pôle Emploi to take stock of the progress of the participants’ journeys. Work closely with the Department’s social workers to address social barriers (excluding orientation/training/employment issues). Be the referent of the RSA follow-up within the framework of the Reciprocal Commitment Agreement signed between the Departmental Council and each beneficiary of the RSA. Work closely on integration pathways with facilitators in the context of the insertion clauses. Assess the progress of the participant’s journey: Evaluate the stages of the participant’s journey. Make course step points with the participant. Make milestones every 5 months with the participant to assess whether the objectives have been achieved and, in the opposite case, identify with them the reasons behind it and give themselves new goals to achieve. Participate in collective reviews of actions (GTS clauses, etc.), meetings with operators if necessary (tripartite interview with the participant). Invest in events organised in the territory and send participants as much as possible (jobdating, industry week etc.). Comply with the obligations related to the management of the ESF: Publicise the ESF with participants and partners. Complete the agenda each week following the rules defined by the PLIE SA. Enter the time spent in ABCViesion for each task concerning the participant in accordance with the entry charter. Complete the file after each relationship with the participant within a maximum of one week. Start the participant in each physical interview either face to face or during action review. Keep participant data up to date whenever necessary. Present the agenda in the event of a Service Fact check.
