The solidarity

On February 24, 2022, the Russian Armed Forces launched a large-scale invasion of Ukraine in many places, which turned a significant part of Ukrainian territory into areas of armed conflict that millions of people were forced to leave. In response to the migration wave, on 4.3.2022, the Council of the EU adopted Decision 2022/382 establishing the existence of a mass influx of displaced persons from Ukraine within the meaning of Article 5 of Directive 2001/55/EC and introducing temporary protection. According to CMC No 240/15.04.2022 supplementing the CMR No 144 of 2022 for granting temporary protection to displaced persons from Ukraine and amending the National Temporary Protection Action Plan in the Republic of Bulgaria, as amended by CMC No 180 of 2022, temporary protection may be granted as from 24 February 2022 for a maximum period of one year. All persons granted temporary protection within the meaning of EU Directive 2001/55/EC have the right of access to the labour market. In this context, the project aims to provide timely support for labour market integration of displaced persons from Ukraine through employment with an employer in the real sector. In order to achieve the objectives set out, the following specific measures are envisaged: psychological support, labor counselling and motivation, professional guidance to the individual needs of individuals; inclusion in subsidised employment; provision of an integration supplement for accommodation; providing mentors; payment of incentives for employers in case they retain the employment of their employees after the end of the supported employment. In the framework of the project will be carried out information and communication activities, in accordance with the requirements of the Conditions of Application, as well as activity for organisation and management of the project. Displaced persons from Ukraine and their families with access to the labour market who arrived in Bulgaria after 24.2.2022 have the right to receive support. The project envisages supporting 9 054 targeted persons.
