The general objective is to develop the TENT Central network through the modernisation and development of Constanta port capacity. The project will develop the port infrastructure in the development area A, MOL II-S Port Constanta South, thus developing the port platform, which will facilitate multimodal transport. Within the project, the main works to be executed are: A) Port platforms; B) RO-PAX Facility Building (ineligible cost category); Post trafo (under the category of ineligible costs); D) Water-channel networks: 1. Water-channel-building (ineligible), 2. Drinking water and fire supply, 3. Domestic and rainwater sewerage; E) Power grids, lighting and weak currents; F) Electrical equipment and installations (under the category of ineligible costs). According to the traffic study, the implementation of this project will also contribute to the achievement of the 2S3 objective of the Applicant’s Guide, namely the increase of the annual volume of goods — approximately 1,700,000 tons/year. Given the commercial evolution of freight traffic through Constanta Port, as well as the impact of the economic crisis in 2008, the volume of containers transiting the port has been dramatically affected, decreasing by about 50 %. In order to remedy this situation, Constanta Sud Container Terminal (CSCT) sought to attract and manipulate other types of goods, thus contributing to the increase of the volume of goods handled at Genela level through the Port of Constanta. Thus, starting with 2018 a number of approximately 200 military equipment belonging to NATO and US ARMY were attracted to storage and later to be loaded onto RORO vessels, and in 2019 they reached about 2000 military equipment, thus using almost the entire capacity of the current platforms and berths and it is necessary to expand the operating capacity. Also, in 2018 were demarcated the discussions between the Romanian Government and the Turkish Guver for the opening of a navigation line for RoPax type vessels between Constanta Port and Karasu Port, a port newly developed by Türkiye in the Black Sea. This navigation line will make it possible to transfer the truck traffic that exists between Romania and Türkiye from road transport infrastructure to shipping routes, contributing significantly to reducing pollution and increasing the quality of the environment. The return of activity after the 2008 crisis, plus all these new cargo flows, requires the development of a concrete platform of approximately 16 ha and of the vessels’ berths 128-130 in Constanta Port, with all the necessary utilities and developments to operate a RoPax facility and a fully equipped facility, according to the requirements for military equipment, Project Cargo cargo and General Cargo.
