INCREASING ENERGY EFFICIENCY OF PUBLIC BUILDINGS — SPIRU HARET GYMNASIUM SCHOOL IN MEDGIDIA, CONSTANTA COUNTY

The overall objective of the project is to reduce energy consumption and carbon emissions at the level of public buildings owned by the Territorial Administrative Unit Medgidia, Constanta County. Through the project, the applicant aims to increase the energy efficiency of the buildings of the Secondary School no. 3, from Medgidia Locality, str. Theodor Aman, no. 44, lot 1, Constanta County, where he runs the activity of public education “Spiru Haret Gymnasium School”. Within the building are carried out educational activities, its occupancy regime being semi-permanent. The school is made up of three buildings: Body C1 — built before 1967, C2 Corps — built in 1971, Corp C3 — built in 1970, during the communist period, without complying with minimum standards on energy efficiency and rational consumption of resources. The buildings are owned by UAT Medgidia, which is directly responsible for its energy efficiency. National strategic documents (such as Romania’s Energy Strategy, National Energy Efficiency Action Plan) that naturally derive from European strategic documents recognise the potential for energy savings in public infrastructures. Energy efficiency of buildings is a priority at Medgidia level in order to reduce the expenses for the presented building but also for the sustainable development concept that is implemented within the institution. Thus, the project, through the general objective and the activities it proposes, represents a concrete measure taken by the local public authority that leads to increased energy efficiency of the representative public building at local level, thus contributing to the joint national and European effort on the transition to a low-carbon economy through actions specific to the efficient use of energy, both from conventional and “green” renewable sources. From this perspective, the project responds to priority axis no.3 and investment priority 3.1, operation B, being fully in line with the Thematic Objective No. 4 of the European Union’s cohesion policy.
