Increasing patient safety in Constantin Anastasatu Mihăesti Pneumoftiziology Hospital

The overall objective of the project is to improve patient safety conditions at Constantin Anastasatu Mihăesti Pneumophtiology Hospital. The achievement of this objective will be achieved by assessing the current situation of the installations and by executing the installation of detection, signalling, fire alarm systems with total coverage and signaling and alarm detection in case of exceedance of the maximum permissible concentration of oxygen in the atmosphere and of the intervention works on the electrical infrastructure and medical fluids, actions that will contribute to the achievement of the result indicator of the programme. The programme result indicator (appropriate care and treatment of cases of SARS-CoV-2/health crisis management) is qualitative: • Before LIOP intervention: NO, NO, NO, NO. • After the LIOP intervention: YES, YES. The implementation of the project will lead to an increase of the hospital’s capacity for frosting and treatment, at an appropriate level, of cases of COVID-19 infection, investments in electrical infrastructure and medical fluid infrastructure will enable the hospital to respond promptly and efficiently to pandemic situations such as this one generated by the COVID-19 virus. The investment contributes to the development of the capacity to care and treat cases of SARS-CoV-2 infection and to manage the health crisis. Also, through its results, the project generates a useful and effective response of the medical system to the COVID-19 crisis, as well as a positive long-term effect by improving the health care capacity, safely. In case of non-realisation of the Investment objective, the negative impact will be: inadequate treatment, under insufficient safety conditions, of patients, from the point of view of the use of oxygen installations; lack or insufficient oxygen installations/equipment, medical fluids, to ensure a modern standard, at European level, of the medical act provided in the two medical units; — the occurrence of unwanted events (fire, explosions) due to the lack of fire detection and signalling systems and the exceedance of oxygen concentration. Thus, in support of a coherent approach to the resulting public health crisis, in order to prevent the blocking of available medical infrastructure and, implicitly, affecting the right to health for patients requiring hospitalisation, it is necessary to assess, extend, renovate or modernise the infrastructure of electrical installations, medical fluids and ventilation and air treatment, as well as the installation of detection, signalling, fire alarm systems, with full coverage, in order to achieve the following result: Timely and effective response of the public health system to the COVID crisis — 19.
