Streamlining the joint response actions to emergency situations

The project is addressing the need to improve joint risk management in the programme area. It is designed such as to address the main common territorial challenges from the perspective of emergency situations management. Main objective is to streamline the joint response in emergency situations in the cross-border area through common trainings in specialized polygons, procurement of specialized equipment and by improving common cross-border operational framework for emergency situations. The project aims at improving the cooperation, coordination and knowledge transfer between General Inspectorate for Emergency Situations and Directorate General for Fire Safety and Civil Protection. Based on the project activities, the contribution to the programme outputs indicators will be as follow: - Through the procurement of specialized equipments (water diving equipment, dive boat), the common trainings for search and rescue mission from aquatic environment that will take place in the polygon in Balchik and the joint exercise that will be conducted, the quality of the joint response in case of floods management will be improved. The main beneficiary of a higher qualitative flood management is the population in the eligible area. - Common trainings in the dedicated polygon in Craiova and joint exercise that will take place in this project, will raise first response efficiency to forest fires and in general to fires. Also, trainings will promote mutual understanding and trust at first responders’ level, exchange of experience and improved response actions in terms of time, performance and resources saving. The entire population in the eligible area both from Romania and Bulgaria will benefit from improved forest fire protection measures. - In the eligible area, large number of economical operators, forests and NATURA 2000 sites are located. Those are considered risk sources to which the partners in this project, General Inspectorate for Emergency Situations, Romania and Directorate General for Fire Safety and Civil Protection, Republic Bulgaria, are planning to reduce by reviewing the joint intervention plan and make contingency plans meant to establish the technical operational details of joint emergency response to emergencies occurred in this area. The joint intervention plan will be review, and three contingency plans will be elaborated during the project lifetime. The originality of the project consists in the approach that the project brings to the programme from the perspective of joint risk management, this being achieved through some new ideas like: - procurement of specialized equipments for emergency situations (water diving equipment, dive boat); - elaboration of the common training curriculum; - review of the joint intervention plan; - elaboration of three contingency plans; - joint cooperation exercise; The type of the project will be “hard” and it will have the following indicative budget: - General Inspectorate for Emergency Situations budget is worth 550 000 euro; - Directorate General for Fire Safety and Civil Protection budget is worth 450 000 euro.
