In this feasibility study the target is individuals with an unstable position in the labor market. We want to strengthen the position of individuals in the labor market and provide support forskills development, training and education. The level of education in Sörmland is low and unemployment in Sörmland is at the same time highest in the country, which makes the situation problematic. The labor force reserve consists mainly of people born outside Europe. ESF projects carried out in Sörmland during the current program period have had too weak a foothold against previous experiences and good examples from other parts of the country, and participation in ESF projects has all too often been based on inadequate base of needs and decision. In this project, we want to include more relevant actors and target groups and to get the new and already established actors to form clusters around various problem areas in order to be better prepared for what they want to do when the announcements come. The feasibility study will work to create conditions for well-planned and broad-based projects in the coming program period. The work will take place with five different orientations: 1) Learning from previously successful projects and activities. 2) Broaden the circle of stakeholders and actors who in the future will be involved in social fund-financed activities. 3) Form clusters of actors. 4) Train future project staff in different working methods. 5) Develop strategies for how we increase participation of the target groups in the planning and implementation of future projects. The project's target group is employees and politicians who work with education and skills development issues at the authorities owning Samordningsförbundet RAR. Samordningsförbundet RAR in Sörmland is seeking funding for feasibility studies in both program areas 1 and 2. The same approach will be used in the two feasibility studies, but the issues will differ.
