The aim of the project Work life and Health Northeast is to strengthen employability among people on long-term income support that need guidance and support to transition towards work or education. The City of Gothenburg is undergoing a structural reorganisation. From January 2021 the cities ten local district administrations will be replaced by specialist administrations. Responsibility for social welfare will be replaced by four geographically divided social welfare administrations. The new Social Welfare Administration North East will be responsible for social welfare, income support as well as youth and leisure. The new administration will take over the responsibilities from the former north-eastern districts Östra Göteborg and Angered and thereby take over the responsibility for income support to more than 40 percent of the city’s population in need of this support. The project Work life and Health in Northeast will support the development of a new department for work life and employment in North East Gothenburg by providing efficient and individual support to for a transition towards employment or educations for those that are furthest from the labour market. The target group will consist of people farthest from the labour market that have been on income support for more than ten months and/or have a recurring need for income support due to complex needs and social vulnerability. The target group are characterised by poor educational background and low engagement in society. Many have a low level of Swedish language and complex needs. The target group will be referred from the social welfare department in northeast Gothenburg. The projects external partners are Kompetenscentrum (Arbetsmarknad- och vuxenutbildningsförvaltning), Samordningsförbundet and the Health centers Närhälsan Angered and Nötkärnan i Bergsjön. The project team will have knowledge of Supported Employment, Human Rights and experience of providing social and employment support to vulnerable groups in collaboration with other internal and/or external partner organisations. The team develop work methods and skills within the area’s employability, language support and basic digital skills education. With the use of motivational interviewing technics, the participants will be offered counselling, language training and support with regard to work life and skills training. They will be able to take part in work life activities such as work based practice, work life study visits, educational guidance and health related activities. The projects team will work according to the projects sub-goals; counselling and coordination of the participants progress, Swedish language support, basic digital skills education, internal and external partnership, gender mainstreaming and Supported Employment. The sub-goal counselling and coordination of the participants progress will, for example, focus on individual support that promotes the individual’s development process. The team will use methods such as motivational interviewing technics and low affective approach in order to build sustainable council - participant relationships. The coordinator will conduct ongoing follow-ups of each participants progress. Progress follow-up will enable the team to assess whether the right activities and support is provided. The project aims to reach a total of 200 participants within the age group 16-64 yrs. The aim is to reach 56% women and 44% men, which is equivalent to the proportion of women and men on income support in northeast Gothenburg. The project is expected to result in a 50 percent transition of the projects participants to regular labour market intervention and 70 percent documented progress.
