Sileo

The Covid-19 pandemic has produced severe consequences for many individuals, especially those with an already weak position on the labour market. Within the Municipality of Halmstad, many foreign-born individuals aged 29-64 have not been able to find employment, even though they have lived in Sweden for many years. The individuals have been offered targeted activities, without this achieving the desired effect of bringing them closer to employment. A lack of proficiency in the Swedish language is deemed one of the main obstacles, but other underlying factors may exist. These need to be identified, in order to offer adequate actions to the individuals. The majority of the individuals targeted by Project Sileo are dependent on social welfare grants. Their exclusion from society is further exacerbated by the fact that many live in socially challenged neighbourhoods. The above points to a crucial need to develop new, effective methods of language education and training, to enable the individuals to communicate in Swedish as citizens and members of the workforce. Developing such language training will be the primary focus of Project Sileo. However, the project will facilitate a holistic perspective, in which language training will be combined with activities targeted on bad health, lack of digital proficiency and insufficient insight into the Swedish society, as these underlying problems exist for many of the individuals. To motivate and empower the individuals – most having a history of repeatedly starting and cancelling activities and training – Project Sileo will also develop methods of co-operation with housing corporations and citizen service offices in socially challenged areas. The goal is to establish new, lasting structures of co-operation leading to socially sustainable results. Project Sileo will adopt a directed focus on foreign-born women, as they face higher barriers to entry into the labour market than foreign-born men do. This includes women on maternity leave.
