Despite recent year’s booming demand for labour in Blekinge, groups of vulnerable residents remains unemployed. These vulnerable groups continue to grow in numbers and they now make up the vast majority of the unemployed group. From the employer collective’s point of view the vulnerable unemployed therefore represents the main potential asset available, when it comes to increasing the labour force. The current situation where we at the same time have growing numbers of unemployed residents and employers signalling that they suffer from lack of staff is not acceptable for the municipalities in Blekinge. The municipalities see their tax base erode and their social costs increase. All Blekinge municipalities have educated their staff and in the 7TJUGO methodology and successfully implemented it to prepare vulnerable individuals from an individual centred perspective for the labour market. Since the 7TJUGO methodology also can be used on the employer side this project will use 7TJUGO to address both the vulnerable unemployed AND the employers. By introducing a common language and a common playfield the employers and vulnerable unemployed will have better tools for successful match making. Supported by the European Social Fund the municipalities in Blekinge recently have started the BUS project, as well as project ViS run by two out of Blekinges five municipalities, both targeting different ages of the unemployed population. In this collaboration project, Ronneby, Olofström och Sölvesborg Satsar (ROSS), the municipalities will target unemployed 25 – 64 year olds. The participants and employers will be actively matched while the project also works strategically to empower the individuals to make individual career choices open to options outside the traditional norms and commuting outside the closest vicinity by offering e.g. internships in different parts of Blekinge county. Blekinge municipalities are using their strengths to make this project a success; the project partners share a common view on the challenges and on the solutions, they already have a well-established collaboration in place and are all located in a relatively small area with well-developed communications. The project aims to increase the share of the unemployed 25 – 64 year olds that make a position shift to internship, education and labour. To succeed the project will work with the employers to open up the labour market long term by increasing the employers understanding of and interest in utilising the potential of vulnerable unemployed and develop methods for inclusion of work force that is available in groups where the employers normally do not look. The employers may need to adapt their current requirements and e.g. be more flexible when it comes to working hours and physical adaptations. By preparing both the employer and the unemployed using 7TJUGO methodology we will increase the number of matches that are made on a common playfield and broadening the spectrum of employable citizens. This in turn will work against long-term alienation from society at large. To support and help both the employer and the former unemployed individual the project will offer supported employment after the initial match has been successfully made.
