This project application is based on an earlier ESF-funded feasibility study: Work Integration Vimmerby - A preliminary study of foreign-born women´s road to work and self-sufficiency (Arbetsintegration Vimmerby – En förstudie om utrikesfödda kvinnors väg till arbete och självförsörjning). The feasibility study concluded with a number of proposals for methods and concepts that should be developed to facilitate the foreign-born women entering the labor market. The Vimmerby municipality undertook some of the suggestions from the feasibility study and developed it. Specifically, it was the development of a “venue” (mötesplats) that would be guided by the needs that existed in both the target audience and at the municipal and independent interaction operators. Collaboration is a keyword. The concept has improved the conditions for integration and inclusion for the target foreign born. The concept /approach is under development and a network called “Vimmerby venues” (Vimmerby mötesplatser), is now an established phenomenon in Vimmerby. This ongoing work has given rise to, and created an arena, to develop more methods described in the feasibility study and other work, to create more opportunities for the target group of foreign-born. With this project application, we want to develop this network so that foreign-born get language training, internships, have their requirements clarified and at best employments to be done. The matching function, to match the individual against labor, is part of “Vimmerby labor unit” (Arbetsmarknadsenhets) tools that can be developed further for the foreign-born group. It is in short that we make all the efforts to as soon as possible get participants to come in contact with, and placed in a workplace in the form of job training, internships and language training. All resources and support activities are linked to this practice and its supervision. The method; supported employment, an individual-focused approach will be used where the idea is that instead of program activity, the participant should be offered a suitable internship based on the participant's needs, the support and efforts deployed. This means in practice that the resources are directly linked to the participant, and becomes her support. For example, a student counselor, employment counselor, a teacher of Swedish / SFI and support of more psychological /curative nature. Additional methods we want to test and develop are for example, a form of certification practice. To focus more on how individuals manage and deal with tasks and duties, more than on the individual's background and the perception of lack of Swedish. We plan to focus on work areas where we know there is a local demand. Another method we will test is internships in pairs or groups to increase the sense of support from others. We will also have field trips and organize workshops with different themes, “start your own business- courses” and social entrepreneurship. The expected effects of the project is that the participants from the target group will be self-sufficient and get better skills and contact with the labor market. This will lead to a change in how others regard them. From being perceived as excluded foreign-born of unclear capacity and skills to a more familiar and accepted resource group in society. Other effects are that the broad cooperation we have established with different actors will continue to evolve in order to create long-term conditions for a more understanding and wider employment market.
