Kisa, Diary No: 2015/00510

The overall objective of the project KISA is to elaborate new methods for more effective integration of the newly arrived immigrants into the labour market. Today immigrants are crucial proportion of the Swedish labour force. In 2012 approximately 15% of the total labour force in Sweden were born outside of the country. Considering the current situation in the world the number of the newly arrived will increase dramatically in the near future. This development requires new approaches and ways for integration taking into consideration the competences of the individuals. During 2014 a study was carried out in the Uppsala county with the objective to identify areas of development to prevent exclusion from the labour market. Three areas were identified for the target group newly arrived. The first area highlighted by the stakeholders was the need of new forms and methods for cooperation at structural level. The second area was health and well-being and the third one focused on apprenticeship and new ways of language learning. Taking into the consideration the areas identified in the above study the overall objective of the project KISA will be facilitation of the introduction of men and women into the labour market (etableringsuppdraget), which is in line with the call for proposals. In order to achieve the above, the project will establish new cooperation approaches at structural level. The process towards effective coordination and cooperation will be achieved through implementation of the IGMA model, a practical method with focus on individual way to integration through efficient resource management by the stakeholders. Health and well-being will be approached through development of introduction and training material by the Healthcare Regional Authority (Lanstinget). The material will introduce the Swedish healthcare system to the newly arrived to in order to lead them towards right care based on individual needs. This material will be used by all stakeholders engaged in the integration of immigrants. Regarding apprenticeship and language training the project will work with two parallel lines. One direction will be to develop adjusted language courses for immigrants with working experience from medical area (SFX). This new innovative language course will help the newly arrived with background in healthcare areas to a faster root towards labour market. The second line will be carried out by the Public Employment Services (AF) to develop more efficient mapping of individual knowledge and competences combined with defining employers needs and criteria for growth and diversity. The above areas were discussed thoroughly within the partnership of this project with the focus on growth in the Uppsala county. The partnership consists of the representatives of all municipalities in the county, Public Employment Services, Swedish Insurance Authority , Healthcare Regional Authority, Administrative Board of the county, Coordination Association, Regional Association of Municipalities and Folkuniversitetet. The main objective of the partnership is to work strategically with development of forms and structures in order to minimise a period of exclusion from the labour market. The long-term objective of the partnership is to elaborate models and methods which will be mainstreamed into ordinary activities of the stakeholders.
