Youth unemployment is a major problem in wide areas of Europe. In the County of Blekinge it is exceptionally high. By the end of November 2014 the unemployment rate for the young female and young men of Blekinge is 25.5% of the registered work force. It is the highest rate in Sweden and is exceeding the state level by 10.8 grades. Unemployment often leads to a sense of not belonging, low degree of self worth and an inability to live an independent life of ones own. Unemployment amongst young women and young males also brings considerable costs for the society in both monetary and other forms of support. The municipalities of Blekinge, the Provisional Office of Blekinge, the County Council of Blekinge, ALMI Business Partner, Blekinge Institute of Technology and The Regional Council of Blekinge (Region Blekinge) came together in 2013 and created Youth Force of Blekinge, with the explicit goal of working together in halving the youth unemployment rate before the end of 2017. A lot of the actions and the projects that has been conducted in the region, with or without financial support, have proven to be successful. In 2014 all the municipalities in Blekinge decided to conduct the project “Youth of Blekinge Lifts” as a part of the work of decreasing youth unemployment in Blekinge. This project gathers all the successful methods and at the same time creates attractive meeting points for the target group unemployed young female and young men. The result of the project is that the municipalities have been able to amass all support to young female and young males in five local Centers of Navigation – creating one way in and several ways out for young women and young males. The strong focus centralization of competence and activities focused to one single place for the target group, together with the initiative to employ young female and young men out of the target group (so called Youth Scouts) has given a very good result. The Youth Scouts have the task of marketing activities at the Center of Navigation to other young persons. The young adults get coaching, contact with employers, matching towards internal training and work, support for their personal development and guidance to studies. Through all the activities and the many contacts with employers, where the employers contribute with information and on-the-job-training for the young service users, the Centers of Navigation I Blekinge has made a difference. More young adults find their niche. During the same time period the County Council of Blekinge has with good results been giving courses of ”Life in Life”, formerly known as ”Handling Life”, to strengthen the young service users who have the longest way of reaching the labor force to be able to reach their potential. The municipalities of Blekinge, the Emplyoment Service of Blekinge, the County Council of Blekinge and The Regional Council of Blekinge (Region Blekinge) is now ready to gear up this successful concept. Through cooperation between the parties and procurement of good examples that have been proven the possibility for the young female and young men offered to take part of the many opportunities present in the whole of Blekinge. A young person from Olofström can be offered vocational training in Karlshamn, vocational rehabilitation in Karlskrona, employment in Ronneby, help to start an own business close to home or development in Germany. The young persons of Blekinge are offered one way to their local Center of Navigation and the full range of alternative ways towards all of the employers in Blekinge. We call it “Model of Blekinge”. All of the Centers of Navigation offer the same spectra of activities for the target group with some local variations concerning local conditions such as business- and educational structures. Participants in Life in Life are actively connected to the activities in the local Centers of Navigation thereby obtaining the same possibilities that are made possible by the cost effective cooperation between the different organizations. The connection between the Center of Navigation and the employers is vast. Employers participate in different ways in the activities. They take part in meetings with the target group and educates about the situation at work, they post their jobs at the Centre of Navigation and via the Centers social media network, they provide on realistic training for interviews and they participate in steering groups, both regional and local. The interest of the project amongst the local employers is vast and far reaching. The Model of Blekinge is actively working with integration of equality and has good conditions because of that the competence already present amongst the organizations is provided for the Model, thus avoiding sources of errors and contributing to build a society deprived of genus differences.
