The municipality of Almelo is a municipality with more than 36,000 inhabitants. According to the available data, the municipality has one of the highest unemployment rates in the Twente region. This includes people with disabilities. Participation in society for these people is therefore an important point for the municipality. Participation can be achieved by providing a job for people with a disability. In April 2013, the government and employers‘and employees’ organisations signed a social agreement. An important part of this agreement is a new approach to helping people with disabilities to work with regular employers. Where employers in the business sector have guaranteed 100 000 additional jobs, the government is responsible for 25,000 additional jobs. These jobs must be completed by 2024. The municipality of Almelo has expressed its ambition to create at least nine jobs in the coming years. This is not about direct vacancies, but about creating opportunities by organising the current work differently. By making room within the organisation for workplaces for people with disabilities, it is also possible to re-examine the current organisation of work. The project is therefore used by the municipality to look again at the unorganisation of work in order to solve bottlenecks to the sustainable employability of workers.
