Trends such as automation, digitalisation and robotisation have a profound impact on the northern labour market (Groningen, Friesland and Drenthe). These changes focus on the middle segment of the labour market (MBO 2, 3 and 4 levels). It is estimated that some 150 thousand people in the north are changing work now or in the future. Due to the relatively high unemployment rate and low labour mobility in the region, this problem is urgent. MBOs are most affected by the changes because their skills or competences are no longer in line with labour market demand. Retraining, upskilling and continuing training will enable workers and employers to respond to these changes. As this takes time, it is important that workers feel the urgency to change and take timely action. However, it appears that many MBO graduates from the north are unaware of the problem or have no opportunity to control his own career. Employers and managers are also struggling with the question of how they can respond to this problem. The project Regio Noord Lef'L Up aims to raise awareness of the need for personal development and to test two measures that contribute to the personal development of the target group. The aim is to respond with an awareness programme to the lack of urgency among the target group and to raise awareness of their role among managers and employers. The pilots respond to the problem that many employees do not know how to take control of their own careers and their managers do not know how to guide their employees in this. Pilot A offers MBOs a programme in which they learn to take control of their careers and have a better connection with (regular) education. In pilot B, managers receive training on how to create awareness and activate employees.
