The essence of the Youth Guarantee is that young people under the age of 25 who do not study or work must be offered a specific opportunity to find employment, gain work experience or study within a specified period of time — it is foreseen that in the first programme step 6 months and in further programme steps are already 4 months. The programme is therefore implemented in several stages. In the first phase, assistance will be provided primarily (but not exclusively) to young people under the age of 25 who have been registered as jobseekers for at least 6 months. The aim is to ensure that NEETs spend as much time as possible in unemployment, inactivity or without learning, and to provide tailor-made help to improve their situation in the labour market. In the case of unskilled young people, this can be achieved in particular by giving them a chance to return to learning and gain a new qualification adapted to the needs of the economy. In the case of skilled young people, the focus should be on gaining work experience and helping them to find employment in the competitive sphere. In Hungary, the employment departments of district offices acting as public employment bodies serve as a point of entry into the Youth Guarantee Scheme for the young people concerned. In the case of young people participating in the Youth Guarantee Scheme, in addition to the employment toolkit, public education, vocational training, the social field and youth should be built on and should therefore be monitored. In the framework of the VEKOP 8.2.1 priority project, we use the HUF 4.2 billion available to help at least 4 200 000 young people find a job or study. According to our plans, 50 % (2100 people) of the participants will gain work experience, be located thanks to wage subsidies, more than 1 700 young people will be given the chance to obtain a vocational qualification or undergo training to fill a job, and 30 % (1260 people) of the young people involved will be employed on the 180th day after the end of the individual programme. The duration of the project is 28 months, during which young people in the target group can be trained or employed through individual development. In order to ensure the Youth Guarantee, the professional content of the priority project is the following main activities carried out in order to locate the target group: • promoting labour market training; • employment subsidies; • provision of labour market services; • mobility allowance (housing allowance); • subsidies related to the use of services and services; • reimbursement of the cost of occupational and occupational health examinations related to employment; • reimbursement of the cost of an examination of professional competence in connection with training; • implementation activities related to direct support to the target group. From the above elements, government agencies have developed a programme adapted to the specific needs of the target groups and the potential of the region.
