Development of social human resources

In the Partnership Agreement, the Government set the objective of improving the availability of services, the quality of human resources providing public services, reducing the shortage of staff and improving the organisation of benefits in order to improve access to quality public services. In order for the transition system to function effectively and efficiently, it is necessary to have human resources that effectively respond to the challenges of the 21st century, as well as a coherent IT background to help both industry management and professionals in the field. These are hampered by the following problems. Lack of a sufficient number of qualified professionals for many reasons. The most significant of the reasons are: • High number of job-leavers, lack of long-term career picture • Low average earnings • Low average earnings • Low average number of professionals involved in receiving parental care • Lack of Mental Higienes support Training and further training systems need to be developed • The training offer is unbalanced in terms of content and territory • A OKJ training system in need of development • Lack of systematic leadership training • Implementation of training involving new methods • Disaggregated IT background, inadequacy of digital competences in the sector. In this context, the aim of the measure is to improve the inter-professional cooperation for all through the development and training of human resources required for the provision of human services covered by VEKOP. The specific objectives of the development, based on sectoral problems and needs, are: • Retain personal care professionals, increase the number of professionals in the field. • Develop the training and further training system of the social and child protection sector. The development of the project covers the Central Hungarian region. The direct target groups of the priority project • persons providing personal care and having an obligation to provide further training; • foster parents and prospective foster parents, other actors in receiving parental care, persons with guardianship and guardianship; • heads of social, child welfare, child protection institutions, correction institutions, senior staff; • persons providing personal care, without any further training obligation. The indirect target group of the priority project is • social, child welfare, child protection services, pupils in correctional institutions. Main (planned) professional activities of the project The flagship project VEKOP-7.5.1-16 is the mirror project of the priority project EFOP-3.8.2-16-2016-00001 in the Central Hungary Region. Accordingly, the tasks and activities identified in the calls for proposals overlap to a large extent for the two priority projects. In cases where the activity to be carried out is the same except for the geographical region, the Professional Coordination Forum of Priority Project VEKOP-7.5.1-16 (in which the delegate of EFOP-3.8.2-16-2016-00001 participates) decides whether the project VEKOP-7.5.1-16 will implement the activity and development with specific results in cooperation with project EFOP-3.8.2-16-2016-00001, with a separate result or as a separate development. The Professional Coordination Forum shall, if necessary, have the decision approved by the Managing Authority. The professional tasks are divided into two main groups: strategic and analytical tasks, training development tasks. Strategic and analytical tasks: • Information technology and registration development tasks (electronic registration system development) • Establishment of an online application interface • Development of an electronic registration system related to life course model • Developing a social career model, developing a related system • Mapping and identification of training content missing from the further training structure, professional modules • Analysis tasks with regard to the development of new, missing further training programmes • Developing a new upskilling system, matching with a career model o Analysis tasks, research, e.g.: tasks related to training development with regard to the development of a new training system adapted to the career model: • Development of a new training system adapted to a career model • Creating new missing content of upskilling • Leading training • Supporting mental health for professionals • Providing individual trainings • Providing training under a central educational programme for unqualified foster parents and candidates for foster care • Instruction, upgrading and implementation of the training courses provided for in special and special foster care activities • Developing and implementing training courses in kindergarten and school social assistance • Consideration, modernisation and implementation of training courses as defined in Decree 81/2004.(IX.18) ESCs
