Support for people with disabilities

VEKOP 7.1.3-15 implements the long-term integration of people with disabilities into the labour market and the promotion of their social integration in the Central Hungarian Region. In addition, the aim is to stimulate labour market demand for people with disabilities and to bring the expectations of both sides closer. Labour market supply often fails to meet employers’ expectations as a result of long-term absences in the labour market due to the health impairment of customers and their limited employment potential. In order to expand the supply that is tailored to the needs, the individual customer development will be realised. Based on a problem map based on the obstacles to labour market conditions and permanent reintegration, an individual development plan is developed for customers. This plan includes the individual combination of the tools provided by the project and its schedule of take-up up to the objective of occupational rehabilitation and access to long-term employment. The toolkit available under the project consists of the elements of services corresponding to the individual needs of NRSZH staff and external service providers, support for demand-driven training, trainings to prepare for job-search and competence development, gain work experience in the framework of subsidised employment, as well as additional support. The aim of occupational rehabilitation services is to prepare programme participants with disabilities for employment and to compensate and correct obstacles to labour market integration that have been identified along the lines of the services that match the problem. This is complemented by mentoring assistance, which is a permanent personal support, which helps the programme participant’s occupational rehabilitation from the first interview to the individual cost of the project. In addition to individual services, the provision of group services is a key tool in creating motivation and preparing for job search. It is implemented through the development of skills needed for employment, labour market re-socialisation, job search and reintegration trainings and group services of organisations providing external services. Another important element of the project’s toolkit is to support the individual training of clients in the individual development of clients and in strengthening the adaptability of the labour market. Due to the lack of compliance with occupational health conditions, the health impairment that has occurred can greatly restrict access to the previously acquired profession, and long-term unemployment causes the loss and obsolescence of the skills held by clients. Therefore, it is of great importance for the employability of people with disabilities to raise the level of qualification of the clientele. To this end, the project will provide support for training in professions preferred by labour market demand, whereby the target group acquires up-to-date skills and knowledge compatible with the remaining skills of the labour market. Participation in training is facilitated by means of livelihood support by creating adequate motivation for the training clientele and by compensating for the costs of participating in longer training courses. One of the biggest obstacles to the employment of workers with disabilities is the long-term loss of work by the target group. In order to compensate for the employability problems caused by long-term absences in the labour market and to gain employee work experience, the project provides transitory wage-cost support for employers to hire customers. This will increase labour market demand on the one hand, and on the other hand, members of the supply target group also gain fresh, relevant open work experience, which helps to increase employability. In parallel with the support, in order to stimulate demand on the labour market, the range of services providing sensitisation and awareness-raising by external service providers also helps to stimulate labour market demand. Through the provision of self-employment support, NRSZH intends to make it possible to start a business in the framework of the project for those who wish to manage the progress of the labour market independently. The project will support travel costs related to services and cooperation, training and subsidised employment, which are difficult to earn due to relatively low customer incomes and reduce mobility difficulties. In addition, the NRSZH also provides support to the clientele by covering the costs of professional and occupational health examinations related to training and employment.
