Budapest-Józsefváros, Magdolna-Orczy Quarter Social Urban Rehabilitation Programme

The aim of the project is to address in a complex way the socio-physical and economic problems that are concentrated in the part of the city that is lagging or threatened by secession, and to promote the social integration of those living in the action area. Boundaries of the action area: Dankó street — Magdolna street — Dobozi street — Baross street — Kálvária square — Diószegi utca — Dugonics street — Illés street — Kálvária square. We intend to implement the following project elements in three major programme elements/housing (LP), employment and economic (FP), public security and public spaces (KP)/inside: Complex community renewal of municipal residential buildings (LP1): the aim of the activity is to renovate the narrowest living environment and residential buildings and to reduce the operating costs of buildings and homes, as a significant part of the municipal residential buildings have been burdened with life-threatening, supporting structures and other technical problems for decades. The activity will allow the renewal of at least 2 buildings (30-50 dwellings). Demolition of technically needed buildings (LP2): the scarcity and unhealthy state of housing conditions have a significant impact on the state of health of the community, and since the condition of some of the houses does not allow the community to be maintained, the objective of demolition of buildings is based on technical asset management criteria. Prior to the dismantling of houses selected after multiple examinations, residents are presented to the community of host houses in the framework of preventive community work. Within the framework of the activity, 2 rental houses may be demolished. Operating cost reduction (LP3) for tenements and rental dwellings: 2 main areas are the operation of rental houses and the cost reduction of rented dwellings, the main aim of which is to introduce energy efficient solutions and make planning costs possible. The activity aims to undertake the modernisation of 300 dwellings. Community Greenyard Programme (LP4): it aims to rebuild neglected, underused yards of buildings in accordance with the “green” principles, with the help of community mentors. The greening of the courtyards and the promotion of local environmental awareness are carried out through the professional assistance of the local government, the involvement of civil society organisations and the participation of the residents living in the buildings, through their voluntary work. The project plans to renew at least 10 yards. Family and residential mentoring (LP5): the aim of the programme is to create supportive, self-care networks in houses, to strengthen social responsibility and to provide housing for poor families living in multiple disadvantages and to prevent them from falling out of the housing system in the long term. The activity connects with 300 families. Training and sensitisation programmes (LP6) to promote knowledge and cooperation between local government actors working in housing management: the aim of the activity is to preserve/develop the quality of the housing portfolio serving the needs of the district society and to improve its services while reducing/optimising the cost of spending and ensuring the long-term survival of the buildings/apartments, and the organisations involved in the service work together in an integrated way. Its main areas are: “Integrated Housing Management Cooperation” and Neighbourhood Home Supervision Programme, which continues and extends the home-supervisory system launched under the MNPIII, which also performs security tasks, in residential buildings that are considered critical or endangered from the point of view of public security. Special housing projects (LP7): it develops and renews dwellings in municipal tenements for those with special needs in the area. The main areas of activity are: the development of assisted dwellings and the design of housing outlets for the LIVES programme. A number of ‘soft’ activities are closely linked to implementation. The activity undertakes the renewal of 5-5 apartments. Labour market (re)integration (FP1): the community garden to be set up on a vacant plot of land is an opportunity for professionals participating in the economic programme to contact the locals in a more informal environment. The employment level of the population of the action area is significantly lower than in the rest of the district, so the job-search programmes of the employment office help the local low-skilled, often long-term unemployed target group to find a job with a job-seeking club, job fair, mentoring programmes, personalities and competence development trainings that increase job-search opportunities. The employment agency to be set up will help workers reach out, raise awareness and help workers get into employment with the support of mentors, where necessary, and thus increase the chances that the initial difficulties in integration into the workforce will be solved...
