Integrated social rehabilitation of Fáy street and its surroundings_x000D_ _x000D_

In March 2016, the VEKOP-62.1-15 “Improving the living conditions and social and physical rehabilitation of the low-status population living in degraded settlements in Budapest” was launched by the Deputy State Secretariat for Regional Development Programmes of the Ministry of National Economy. According to the author’s intentions, integrated social rehabilitation should be carried out in those neighbourhoods where this is justified by the unfavourable demographic situation, low educational attainment, high levels of long-term unemployment, low social status and a severely deteriorating environment. The interventions are based on the strengthening of the residential function of the districts concerned, the expansion and development of existing functions, and the development of social, community and public spaces functions. One of the important precedents of the call is the Thematic Development Programmes (TFP) — Delimitation of Crisis Areas (2014), which provides for areas for improvement. According to this, there are several blocks in the area of Pestszentlőrinc-Pestszentimre in the 18th district of Budapest, which are among the lowest in terms of the most important socio-social indicators (lower 10 %). It should be noted that these are mainly ground-floor industrial and residential areas, so that housing blocks with a larger population and bunk houses are less affected. Under the call for proposals, there are basically 2 activity groups eligible for funding: residential strengthening activities and soft-type activities. The amount to be applied for is HUF 100 million — 2000 million HUF, the aid intensity is 100 %. The improvement of the residential function and the share of soft activities in the project should exceed 30-30 per cent. The action area consists of clearly defined contiguous urban areas (delimited by continual lines, streets or boundaries of land) and contain crisis or endangered blocks defined on the basis of the 10 % threshold of the TFP. The action area complies with the eligibility criteria set out in point 3.4.1 of the Call. The development focuses on 6 crisis blocks or 5 endangered blocks, the entire area of which is included in the demarcated action area. The City Rehabilitation18 Zrt. developed the action area for Fáy Street and its surroundings and prepared the project proposal entitled Integrated social rehabilitation of Fáy Street and its surroundings, taking into account the criteria indicated above. The development of the content of the development concept and its local acceptance is based on a wide range of partnership activities (see annexes — socialisation). According to the current ITS, the action area concerns the parts of the towns of Rendessy and Liptáktelep. The action area consists predominantly of crisis and endangered areas and other blocks between them and form a contiguous zone. Exact limits of the action area: In conclusion, the intervention is justified for a number of reasons: — high proportion of non-comfort, semi-comfort and necessary apartments, — the proportion of one-room flats is extremely high, — the area is “poor” from an institutional point of view, — in the most disadvantaged parts of the district the action area is located in the most disadvantaged parts of the district, — the action area is ageing, less educated, the action area is in employment, — a high proportion of long-term unemployed, — a segregated environment with low income levels has developed over the past decades (6 crises, 5 at risk blocks). The overall objective of the action area is to stop the socio-physical and economic downturn and to reverse unfavourable developments. The main objective is to create a physical and social environment where organised public spaces and public spaces, quality housing, and programmes that meet the needs of complex, different target groups, make it possible to integrate the local population and improve their quality of life. The development is in line with the objectives of the call and the development meets or contributes to the objectives set out in the call. The main steps to create a living space are as follows: — renovation of residential buildings, — renovation of the living environment, — improvement of institutions, — improvement of the social environment, — empowerment and catch-up of local society. The district municipality has already taken steps to improve the housing situation, but the present integrated social urban regeneration project can be a solution to the current situation. The City Rehabilitation18 Zrt., together with the Municipality, prepared the renovation plans, cost estimates and soft activities of the planned residential buildings.
