1) STRATEGIAL COUNTRIES In recent decades, it has been proven that by prioritising the use of individual vehicles, transport needs cannot be met without the deterioration of the quality of life of the city dwellers. It has become certain that promoting and promoting sustainable modes of transport can be the solution for large cities around the world. The share of sustainable modes in transport within Budapest is 65 % and only 2.3 % for cycling. The Budapest’s objective in the Balázs Mór Plan is to increase the share of sustainable modes to 80 % and to achieve a 10 % share of cycling transport by 2030. The expansion of cycle paths and the development of cycling infrastructure contribute to the spread of a greener, quieter and, in many cases, faster, alternative means of transport. The strategies underpinning the application are: Budapest 2030 Long-term urban development concept, Integrated Urban Development Strategy, Balázs Mór Plan. The city’s stated objectives are consistent with the main objective of the call. The realised cycling-friendly development is in line with the goals and action areas of the Budapest ITS, the District Urban Development Concept and District ITS. In order to submit the grant application, a consortium cooperation agreement is concluded between the Municipality of Budapest, the Budapest Transport Centre Zrt. and the Municipality of Újpest in District IV of Budapest. Újpest’s transport system development plan (Transport System Plan) Budapest Capital IV. district Újpest Municipality Board 87/2008. (III. 25.) accepted by decision of the Council. By Resolution No 185/2015 (IX.24.) of the Municipal Council of Budapest, Budapest, District IV. District Újpest, the Municipality Development Concept (Newjpest 2030) and its Resolution No 186/2015 (IX.24.) adopted the Integrated Urban Development Strategy (Newjpest 2020). These documents also confirm that Újpest pays special attention to the promotion of cycling transport, the development of the related infrastructure and the development of a single system. 2) DRAFT DEVELOPMENT OF DRAFT DEVELOPMENT Features of the current cycling network: In Újpest, the total length of the cycling infrastructure is 14.4 km, which is above the average of the capital city. Routes with independent cycling infrastructure: Megyeri Bridge — Outer Váci út — Oceanárok Road (to Megyeri út), Berlini út — Outer Szilágyi út, Újpest Railway Link Bridge — Berda József utca, Ugró Gyula sor — Óceánárok utca (later created in the investment of the district, for significant public needs, pedestrian and cycling connection between the residential communities of Káposztmegyer and county). During road reconstructions, the safe passage of cycling traffic, the development of bicycle lanes and paints (complex renovation of Görgey Artúr Road, Tél street renewal) will always come to the fore. In addition, in the locations agreed with the Budapest Transport Centre, it was possible to travel by bicycle in the case of one-way streets contrary to the traffic direction. The cycling network does not constitute a coherent system and needs to be further developed significantly, both in terms of the uniform network design and the expansion of bicycle storage possibilities. Opportunities for cycling development: To support the transition to a low-carbon economy, the Municipality of Újpest is committed to creating the conditions for cycling in all sectors to meet local transport needs. The rise of cycling also helps to improve the quality of the urban environment through changes in transport patterns. In all areas of the ITS neighbourhoods, action areas and networked project elements, it is of paramount importance to create the conditions for local cycling and to ensure that public transport systems are carried out by bicycle. Although the development of cycling transport has already begun, it is not yet a coherent network, so it is necessary to continue and increase its intensity. The conditions for cycling in the district should be further extended by building roads and related infrastructure. Cycling, cycling infrastructure to reach neighbouring settlements and districts, and in particular the development of the EuroVelo 6 route along the Danube (bicycle infrastructure at the capital level) contributes not only to the expansion of transport alternatives but also to the reduction of air pollution, healthy lifestyles, the expansion of sporting opportunities and tourist attraction. As a long-term goal, even the specific appearance of the BUBI system in the outer periphery can be expected. The aim of the Municipality of Újpest is to create a strong, versatile district.
