Construction of a cycling road along the creek in Budapest’s XIV., X. and XVII. districts

In recent decades, it has been proven that by prioritising the use of individual vehicles, transport needs cannot be met without the deterioration of the quality of life of the inhabitants of the city. Putting sustainable modes of transport at the forefront has been and is the solution all over the world. The share of sustainable modes of transport in Budapest is 65 % and cycling is 2-3 %. According to the Budapest Mobility Plan, the Capital’s objective is to increase the share of sustainable modes to 80 % and to achieve a 10 % share of cycling transport by 2030. One of the tools for this is the development of cycling transport. The uptake of cycling is a tool and a result of making cities liveable. One important step towards the use of bicycles as a metropolitan daily means of transport is the use of bicycles for recreation and tourism. Therefore, attractive cycling routes for recreational purposes, going beyond the value of themselves, also contribute to the spread of daily cycling transport. A consortium cooperation agreement shall be concluded between the Municipality of Budapest, the Municipality of Districts X, XIV and XVII and BKK Zrt. in order to submit an aid application for the establishment of a connected cycling route along the Rákos stream. 2) A conceptual INSTRUCTION OF DRAFT DEVELOPMENT The urban structural cycling infrastructure implemented as part of sustainable transport development, along with the construction of backbone lines for professional traffic, is made up of recreational lines run in a green environment. The 22.5 km long, continuous cycling route along Rákos-patak’s capital section can serve both types of cycling at the same time, since it provides a radial transport connection from the point of view of professional traffic and natural areas of value for tourism to connect the Gödöllő hills and the Danube. Professional cycling is based on the daily need to move around 1.8 million people in the capital. By bringing to the fore an environmentally conscious lifestyle, including environmentally conscious transport modes, the metropolitan environment has so far been characterised by the use of motor vehicles to provide a significant growth potential for cycling. There is currently only a few directions to reach the neighbouring settlements from the centre of the capital through an established cycling route, although there is also a strong demand for access to tourist destinations in the region and for safe cycling in the natural environment. The population of the X, XIII, XIV and XVII districts affected by the cycling route along the Rákos stream exceeds 410,000 people. The sections of the route have already been built in the 13rd, XIV and XVII districts, but their service standards vary greatly and do not currently constitute a single route that meets the expected needs. The implementation of the cycling route is in line with the necessary urban development documents: * Budapest 2030 Long-term urban development concept, * Budapest 2020 Integrated Urban Development Strategy, * Budapest Capital Town Structure Plan 2015. The implementation of the cycling route has already been established by several planning history: * The construction of the Rákoskeresztúr section in the XVII. In district KMOP source (2010-2011) * Concept of building a green corridor of ecotourism significance along Rákos streams (2011, BKK) * Rákos stream and its environment revitalisation study (2015, Department of Urban Building) 3) SUPPORT FOR INFRASTRUKTURING OF KERÉKPÁROS INFRASTRUKTURATION The creation of a contiguous route along Rákos-patak is an integral part of the revitalisation of the creek area and the more intensive use of the urban park. The design of the cycling route fits into the concept of creating a more complex, recreational and ecological corridor. Besides transport considerations, nature conservation and tourism aspects will be taken into account in the further planning thanks to wider inspections. In the area of the XIV. district, it is of great importance to create a separate level crossing of the railway area of Rákosrendező which can be accessed by bicycles. The need for resources and the time needed for its implementation exceed the framework of the present project. Thus, it is planned by the city as part of a separate project, until then the current pedestrian overpass can be temporarily crossed over the railway by bicycle. Part of the project is to make the separate level of crossing on the M3 motorway open for cycling. Until Csömöri Road, the planned route leads on small traffic roads classified in the ‘tempo 30’ zone on the northern side of Rákos stream. Between Csömöri út and Füredi Road on the left bank of the stream, the existing partly outdated cycle path will be upgraded, creating the opportunity for additional recreational functions. A new route between Füredi Road and Kerepesi Road is proposed in part. The X. district is high
