Enterprise-driven employment development programme in Zalaegerszeg Municipality

1)Reasons: In Zalaegerszeg, the city’s economy needs a direct, internal agreement to organise measures, subsidies and services that directly affect it, namely the Employment Pact, which is aimed primarily at addressing labour shortages. 2)Comprehensive objectives: Reducing unemployment, increasing the employment level of MJV, supporting and developing partnerships between the local government, employers and training institutions. 3)Specific célok:Zalaegerszegi Job Pact, matching labour supply and demand, training and labour needs for development. 4)Definition and involvement of target groups: • persons with low educational attainment •young people under the age of 25 or early job-seekers under the age of 30 (priority target group covered by a traineeship programme) • over 50 years of age • those returning from GYED, GYES or at least one adult with a single child • those receiving a replacement allowance for employment •persons at risk of long-term unemployment • persons with changed working capacity •Roma persons belonging to the nationalities Bevonás:Közvetlen addressed by organisations working with the target groups in the framework of the application “NEJ ESÉLY-Cooperation Programme for Zalaegerszeg Járás Municipalities” (AROP-1.A.3-2014-2014-0078), based on the municipal office’s questionnaire statistics. 5)Activities to be carried out in the project: Preparation phase tevékenységei:projekt concept development, budget planning, needs assessments, MT development, partnership forums, consortia, preparation and submission of a grant application. Implementation phase activities: Main activity A: Employment situation analysis, strategy, action plan, work programme and project plans, trainings according to company needs, cooperation agreement, pact office, order of business, preparation of work plan), establishment of a steering group, communication and information, project management, trainings, trainings. Main activity B: recruitment, screening, assessment of competences, identification of gaps, pre-selection, cooperation agreement, individual development plan, organisation of trainings, trainings, mentoring, additional services, supported employment, further employment. 6)Indicators, expected results: Number of participants in labour market programmes under the Employment Pact: 650 people. Number of job-acquisitions under the Employment Pact: 284 people. Number of jobseekers of the Employment Pact six months after the grant: 185 people. Number of training participants under the Employment Pact: 204 people. 7)Partners and their main roles: ZEG MJV: overall coordination, project management. Zala County Government Office: provision of support for the target group. Contact Human Nonprofit Ltd.: pact office, organisation of other expert and labour market services, provision of regional labour market services. 8) Human resources related to implementation: Project management:1 main financial manager, 1 project manager, 1 project assistant with qualifications and experience according to the requirements of the call. Pact Office: 1 professional manager and 2 professional staff (expected: tertiary education and meeting the requirements of the MT Guide) Other labour market services: Qualified in accordance with GM Regulation 30/2000: 1 main service team leader, 1 head of recruitment, 2 recruitment staff, 1 mentor, 1 corporate contact, 1 professional quality assurance KH professional implementers: The employment of 7 professionals according to the organizational regulations of the Government Office. 9)Direct projects: Top-6.1,1-15 Development of industrial parks, industrial areas TOP-6.1.3-15 Local economic development TOP-6.1.5-15 Transport development to promote economic development and labour mobility TOP-6.4.1-15 Sustainable urban transport development 10)Own completions and external organisations: Own performance: project management, pact office monitoring, quality assurance process support, regional/county coordination, operation of a pact office, other labour market services, organisational and administrative tasks related to training/employment support.External performance: project preparation activities, other expert services, trainings, marketing services, communication service providers, special trainers employed under the law of assignment. Other conditions:training institutions must be authorised to engage in adult education activities. The OFA standards should be taken into account in the preparation and operation of the Pact.
