Development of primary health care infrastructure in Zalaegerszeg

2.2. Detailed technical content of the development: Please describe the detailed content of the project and its compliance with the content conditions. We recommend the following layout: assessment of the situation: (1) Please describe the current structure, capacity and performance characteristics, functional operation of the service to be developed. The development project concerns 13 GP districts (of which 8 adults and 5 children’s general practitioners’ practice) in 17 protective women’s districts and 1 on-call service. The 13 GP districts are covered by a contract for the performance of tasks with professional general practitioners (healthcare providers). The area of care in the primary care districts (home doctor, general practitioner, protective woman) is defined by decree of the municipality. The local government provides the necessary infrastructure for treatment free of charge to general practitioners. Care providers conclude a financing contract directly with the National Health Insurance Fund to finance the operation. The number of inhabitants to be covered by the project proposal is 24.892 (number of inhabitants) of the general medical and protective women’s districts involved in the development. The total number of cards of the GPs concerned is 21.392. The actual number of inhabitants — based on the card number — by adult GP practices is 16.079 people. 1.371 patients enter the smallest development area and 2.761 patients in the largest area. The actual number of inhabitants provided by the children’s districts, based on the card number, is 5.313 people. 586 patients enter the smallest children’s area affected by the development, while the largest area is 1.519 patients. 20 regional and 14 schools/youth health care are provided in the city — in public employment. The development concerns 17 districts out of 20 districts of protection women. The social security funding of the operation is provided through the Zalaegerszeg Health Care Institution. During 2015, 733 pregnant mothers were cared for, of which 494 were newly registered and 477 newborns were newly registered. The average number of caregivers provided by women in the area is: 190 for family visits at 14.305 cases, for special visits: 19.017 cases took place in 2015. The operator of the central general medical service is also the Institute for Health Care in Zalaegerszeg, and the Municipality of Zalaegerszeg has concluded an association agreement on the performance of tasks with local authorities belonging to the area of care. The on-call service is financed through the Zalaegerszeg Health Care Institution. On-call care is available in Zalaegerszeg during the day and evening with 3 adults and 1 pediatrician, 2 adults and 1 pediatrician after 22 hours. On-call duty is available from 16.00 hours on weekdays until 08.00 the following morning, and 24 hours on weekends and public holidays. The single patient management tasks (dispatch service) are performed by the National Ambulance Service. In the central surgery child ambulatory was received from 0 to 18 years of age, and adult ambulance for patients over 18 years of age. In addition to the ambulations, there are two on-call cars with special markings, equipped with emergency facilities, to make calls to their place of residence. The data for adult on-call care in 2015 included 11.582 cases, of which 8.708 were treated in the central on-call office to be developed and 2.874 cases were treated at the patient’s home. The number of patients in adult on-call care has increased by 4 % over the last 3 years, while the turnover of child care has practically stagnated. (2) Describe the building in which the service is provided (year of construction, renovations, time). 1. General pediatric surgery and women’s services: Zalaegerszeg Andráshida street 5. (hrs: 7341/1. ) The building that hosts the Paediatric Surgery and the Older Club in Andráshida was built in the middle of the 19th century. Before 2006, the building was refurbished several times in a municipal investment. The technical content of the renovation in 2014 was roof change and rainwater drainage. 2015 saw the asphalt of the internal exploratory mission. 2. Domestic doctor’s offices, pediatric surgery and protective services: 12nd Zalaegerszeg Ola Street (Hrs: 4386/6/A/24, 4386/6/A/25. 4386/6/A/26) The condominium containing medical units was built in 1990. Accessibility took place in 2012 and the building of a barrier-free water block in the practice in 2015. Other renovations did not affect the clinics, all three units were in original condition. 3. General pediatric surgery and protective services Zalaegerszeg Kinizsi utca 105. (Hrs: 1927/32/A/101) The building was built in 1990. to the condominium on the south side, an extension section was built for the doctor’s office. There was only a minimum of 200 in the surgery
