The project’s short- and long-term goal is to rationalise energy use through energy modernisation of the building, reduce operating costs and increase the efficiency of heating and lighting systems. As the project is realised, rising energy prices can be offset in the long term. Emissions of pollutants are reduced, as the heating system becomes controllable, the possibility of optimising temperature and consumption significantly increases, which increases the comfort of the students and their teachers who use the building, improving working conditions and leading to additional operating costs. The project is currently in the preparatory phase. As a first step, a preliminary fact-finding document was prepared to examine the buildings of municipal institutions, which are in line with the TOP-6.5.1-16 call. The study covers the current state of the buildings and describes the developments carried out over the last 10 years. It makes proposals for energy development and examines the possibilities of using renewable energy sources. In accordance with the call, the project development phase has already started, and before the conclusion of the Grant Agreement. As part of this, the detailed technical and technical discussions of the project are ongoing: preparation of energy audit, energy certificate, project plan and design documentation. The project will meet the expectations of the technical-professional content and implementation of the project. The planned building energy development and investment can be carried out without a construction authority’s permission. Type of institution supported: Primary and secondary educational institution and related buildings The building concerned by the project is municipal property, thus complying with the ownership conditions set out in point 3.6.2 of the call. The school maintained by the Zalaegerszeg School District Center, the declaration of consent is signed during the project development, knowing the detailed technical content. No project plan was attached at the time of submission of the grant application. This can be finalised during the project development period, once the energy documents are available, on the basis of the construction plan documentation. It defines the exact energy metrics, indicators, investment elements, financial internal rate of return (IRR). In determining the technical and professional results, the following investment elements are described as results: — Heating upgrade according to point 3.1.2.2(a) of optional, ineligible activities; — HMKE size (50 kW) solar panel system according to point 3.1.1(d) of the call for self-eligible activities; — Air-water Heat Pumping System (19 KW) according to point 3.1.2.2(c) of Optional, ineligible, ineligible activities; — Lighting upgrade according to point 3.1.2.2(e) of optional, ineligible activities; — External thermal insulation according to point 3.1.1(a) of the call for self-eligible activities; — Replacement of windows in accordance with point 3.1.1(a) of the call for self-eligible activities; — Accessibility in accordance with point 3.1.2.1(a) of the call for actions that cannot be independently supported. — The exact technical content and areas of intervention are defined during project development, in the building energy audit, in the project plan and in the construction plan. The results can then be quantified. Non-quantifiable results are the aesthetic and urban appearance of the building, the improvement in the quality of the building’s comfort and as a renewable energy institution.
