Energy modernisation of the Elementary School of Sports in Landorhegy

The project’s short- and long-term goal is to rationalise energy use through energy modernisation of the building, reduce operating costs and increase the efficiency of heating and lighting systems. The project is currently in the preparatory phase. As a first step, a preliminary fact-finding document was prepared to examine the buildings of municipal institutions, which are in line with the call TOP-6.5.1-15. It makes proposals for energy development and examines the possibilities of using renewable energy sources. In accordance with the call, the project development phase has already started, and before the conclusion of the Grant Agreement. Within this framework, the detailed technical and technical discussions of the project are produced: energy audit, energy certification, project plan and construction plan. In the absence of these documents, we intend to submit the grant application as a project idea, which contains the proposals for improvement made during the preliminary survey. These proposals will be clarified in the light of the technical material prepared during the project development and, if necessary, for modification. The school’s current annual energy consumption, based on the energy calculations carried out: 3.056,1 GJ For the replacement of doors and windows, the annual energy consumption of the building is calculated with the installation of doors and windows with an average heat transmission factor (UW<=1,15 W/m²) required for tenders: 2.177,2 GJ, saving 878,9 GJ The annual energy consumption for existing wall structures, 15 cm outside thermal insulation and 20 cm thickness for flat roof: 2.158,4 GJ, saving 897,7 GJ Annual energy consumption value by installing a condensing boiler and installing heaters with thermostatic radiator valves: 2.760.6 GJ, saving 295,5 GJ As in the case of the Landogyhegy School, the complex renovation results in maintaining the internal air condition with lower heating water temperatures. As a result, the application of the heat pump system within certain limits (forward temperature should not be higher than 35 °C) is economically feasible with the simultaneous modernisation of the installed heat centre. Thus, in parallel to gas-fuelled appliances, at an annual average of 3.5 COPs, the savings from an air heat pump are 159.7 GJ. Due to the relatively low use of domestic hot water and the summer school break, the economical use of the solar collector cannot be justified. The energy classification of the building is determined in the knowledge of the certificate completed during the project development. The project includes the activity indicated in point 3.1.1/a of the call, therefore the category ‘DD — approaching the state of the art’ of the building is not relevant. The project will meet the expectations of the technical-professional content and implementation of the project, which will be undertaken by the Municipality at the same time as the application for funding is submitted. Highlighting the most important conditions for the project: — Supported type of institution: Primary and secondary education institution and their related buildings — The building concerned by the project is municipal property, thus complying with the ownership conditions set out in point 3.4.2 of the call. The school maintained by Klik, the consent declaration is signed during the project development, knowing the detailed technical content. — No project plan is attached at the time of submission of the grant application. This can be done during the project development period once the energy documents are available. It defines the exact energy metrics, indicators, investment elements, financial internal rate of return (IRR). — The total cost of the project exceeds EUR 1 million, but is not considered as a revenue-generating project, taking this into account it is not necessary to carry out a cost-benefit analysis (CBA). The above assessment criteria will be reviewed after the project development. On the basis of the criteria relevant to the project during the re-evaluation, the evaluation should not include a classification as ‘non-compliant’. In this case, the Support Agreement will be terminated. In determining the technical and professional results, the four main investment elements were identified as results. Upgrading of heating, upgrading of external delimiting devices, installation of heat pumps and solar panels. The exact technical content and areas of intervention are defined during project development, in the building energy audit, in the project plan and in the construction plan. The results can then be quantified. Non-quantifiable results are the aesthetic and urban appearance of the building, the improvement in the quality of the building’s comfort and as a renewable energy institution.
