The aim of the development is to renew the action area related to Debrecen’s New Garden area environmentally conscious, family- and climate-friendly. The project involves the development of infrastructure that improves the overall environmental state of the New Garden action area, public safety, and contributes to the economic development goals of the TOP with the involvement of private capital, thus maintaining the population of the city area and improving its living conditions. It is referred to as the Northwest residential district. The state of the inner road network, public spaces and parks in the majority of 10-14-storey blocks has deteriorated. Its accessibility has been significantly improved thanks to the construction of tram line 2, but the car parks are only partially able to meet the increased needs. The investment in the action area is included in the ITS, R1. Improving the city’s external and internal transport conditions and accessibility; R5. It contributes to the achievement of the thematic milestones “protection and improvement of the built and natural environment” by renewing housing blocks and their environment (suburban objective V3). With the development of existing green spaces and the implementation of the planned landscapes, a healthier environment is created, which contributes to increasing the attractiveness of the residential area. This improves the quality of the living environment, which has a positive impact on the living conditions of the inhabitants and helps to stabilise the self-retention power of the city. The project includes innovative solutions at low cost that serve the sustainable development of the city, the energy-consciousness of the inhabitants and the feeling of life in a modern, 21st century city. The implementation site of the project concerns the areas of the action area situated in areas 21449/56, 21457/100, 21359/7. Further information on the implementation sites will be presented in the project data sheet at the implementation sites, by landmark number. In accordance with point (A) of the call, extensive green surface reconstruction is carried out, where necessary, wooding, grassing, updating of undergrowth, twiging of trees, scrubbing and weeding are carried out as a one-off intervention. The recreation areas of the action area will also be renewed: encircling the playgrounds of the residential settlements, developing them in line with today’s needs, adding new elements. Sports grounds, ping-pong tables will be abolished or refurbished as necessary. In several locations, in line with the needs of the general public, the spaces suitable for spending leisure time (conditioning parks, the development of a highway road) will be expanded, (renovation of water fountains if necessary), the replacement of park equipment as necessary, or the installation of new devices. The space suitable for running dogs will be renovated on site. Call 3.1.1. The implementation of economic recovery activities in accordance with point (b) of point (b) is planned to involve private capital of the commercial unit(s) located at each point(s) of the action area. The main activity A) is complemented by the recultivation of degraded areas (renovation of pavements and stairways where necessary), the development of new walking paths in the park, as well as the extension of existing car parks and the refurbishment of existing car parks with wooding. The technical content of the project includes high-resolution public security cameras included in a system with image processing intelligence, which can significantly reduce actions that reduce the sense of security of the residents. In line with the principles of sustainable development, the public lighting system will be renewed as needed. The project does not lead to an increase in the proportion of the low-status population, the principle of partnership planning applies, and access to the soft program is ensured for all. The development of an active Community partnership will contribute to a better use of Community spaces. Soft programs are designed in such a way as to contribute to the acceptance of all investment activities. Compliance with the conditions set out in points 3.2 and 4.4 of the call was recorded in the project preparation point. The activities were previously classified in 5 functions (finalised in ATT). The recreational function includes investments in green space and recreation development and the preparation of the cadastral, with a cost ratio of approximately 66 %. Other urban functions include public lighting, road, pavement and parking developments, as well as related equipment acquisitions and the purchase of cameras, with a cost ratio of about 22 %.
