The establishment of the Lower Forest Sports and Recreation Centre is an outstanding tourist development of Zalaegerszeg County City in the 2014-2020 period. The development is part of the Modern Cities Programme and declared it a priority development from a national economic point of view in 2017. The complex development receives funding from two sources: HUF 1.35 billion is not allocated by the Government under the Modern Cities Programme, and HUF 1.5 billion is expected from the Regional Operational Programme following the present grant application. In technical terms, the two parts of the project are independent of each other and do not overlap in terms of their intrinsic content. However, in terms of their impact, the development is of course to be understood as a single project, and it is a milestone in Zalaegerszeg’s tourism. The most important goal of the development is to create a new tourist destination, which, on the one hand, is unique within the 100-150 km radius of the city, has outstanding tourist attraction, corresponds to the image that the city would like to see of itself and is particularly suitable for complementing Zalaegerszeg’s current tourist offer, contributing significantly to the increase in the number of guest nights. The Lower Forest Sports and Recreation Centre will only be comparable to the offer of the largest extreme parks in Hungary in terms of the resulting attractions and adventure elements. Such are the Mecsextrém Park in Transdanubia, the Sobri Jóska Bakonyi Adventure Park, the Zemplém Adventure Park in the Transdanubia. In the surrounding countries, there is no complex service comparable to that of our planned attraction within a radius of 150 kilometres. The latter data is of paramount importance for our visitor expectations. The development aims to strengthen the image of Zalaegerszeg as an active, dynamic, youthful city, which is well affected by its heritage, proud of its natural qualities and able to preserve it in a sustainable way, present it and leave it inherited to posterity. At the same time, the establishment of the recreation centre perfectly harmonises with our offer in Aqupark, and the synergy of these two active tourism elements can significantly increase the number of nights of our stays. The Lower Forest is the south-west gate of Zalaegerszeg, a popular tourist destination for Zalaegerszeg. One of the sights of the city is the Azaleas Valley, the former television tower (the symbol of the city once more beautiful days), the former children’s and youth camp, which is also the central area of the planned development. The surrounding forest, of approximately 200 hectares, has welfare status, mostly with trees aged 100 to 120 years old. The natural and landscape features of the development area are therefore outstanding and form the basis of development. This is why the city considered it very important to involve nature conservation organisations in the preparation of the development. In addition to the preparation and licensing of environmental and nature conservation documentation, we also held separate consultations with the relevant NGOs of the city in order to find the optimal balance between development and value protection. The established development agenda reflects the consensus reached. Special emphasis was placed on the involvement of specialised expertise during the preparation. The scale of the complex, its nature, the scope of the attractions, their context, the sustainable operation represented challenges for the municipality. The complex development therefore represents two projects from a financing, accounting and administrative point of view, but because of its results and its impact on the economy and tourism of the city and its surroundings, overall, it is considered to be a uniform development. The development indicated in the grant application to be submitted for the funds of the Territorial Operational Programme relates to the main activity B, in particular the objective of the "a" sub-activity is "the creation of an open-air park which offers "various modern, technically advanced entertainment opportunities, dynamic and exciting elements”. Within the project we acquire a sines bob track and implement its server infrastructure, creating a Zipline slide and creating the infrastructure background for this. The latter activity will strengthen the structure of the TV tower in order to create a unique attraction of its kind. We acquire a EUROLINE slide, a wired adventure course and small adventure elements. The main activity “B” includes the bob field, the Zipline slide, the EUROLINE slide, the adventure course, and the additional experience element. The main activity “E” includes the creation of a restaurant in the TV tower and the construction of the parking lot of the bob alley.
