One of the most important obstacles to the development of businesses today is the lack of skilled workers and finding the right workers, which makes it difficult for businesses to operate and develop on a daily basis. Reducing the problem and promoting economic development can only be solved by means of an organised, local partnership, in which key governmental, municipal, economic and employment development and advocacy actors bring together their interests and opportunities to achieve a common goal, thus providing tangible help to local businesses in meeting labour needs and thus increasing their competitiveness. The overall objective of the project is to increase the level of employment of the district through targeted training programmes, where the training and employment programme is based on specific local entrepreneurship needs and contributes to the cooperation of local authorities, employers and training institutions to ensure a well-trained workforce. The direct objective of the project is to reduce the skills shortage of enterprises in the district and to help disadvantaged target groups get into employment. The project also envisaged an investment promotion activity aimed at attracting new investments to the district. As a result of the Pact partnership, cooperation mechanisms will be developed that will benefit the district actors in the long term, at district level and in other development areas. The Municipality of Solt (the main activities), the Bács-Kiskun County Government Office (target group subsidies, labour market services) and the MBE Filadelfia Foundation (labour market services) participate in the implementation as the main applicant. Project needs for human resources: — Project management is carried out by 1 project manager, 1 financial manager, with a degree and experience in accordance with the requirements of the call — Pact Office tasks are performed by 1 partner coordinator (expected to meet the requirements of higher education and MT guide) — Labour market services are provided by 1 senior mentor and 3 mentors who have qualifications in accordance with the GM Decree 30/2000 — KH provides 1 professional implementer for administrative work in accordance with its organisational regulations and 10 professional implementation tasks. Direct target group of the project: • people with low educational attainment • young people under the age of 25 or start-up jobseekers under the age of 30 • people over 50 • returnees from GYED, GYES, or single adults with at least one child • inactive, at risk of long-term unemployment • people with disabilities • people with Roma nationality • indirect beneficiaries of the effects of the project, target groups of enterprises, municipalities and members of the Pact partnership. The target group is involved through a career day and by organisations that have direct contact with the target group members, an entrepreneurial needs assessment and based on the statistics of the KH. Project activities: 1. The project concept, budget, Feasibility Study, Entrepreneurship Needs Assessment, Labour Market Statistics and Analysis are prepared during preparation, preparation and submission of a grant application 2. Implementation: Main activity A: employment situation analysis, strategy, action plan, work programme, project plans, trainings, consultancy, cooperation agreement, pact office, order of business, preparation of a working plan, establishment of a steering group, communication, project management, training for professional implementers “B” main activity: target group involvement, screening, assessment of competences, identification of gaps, pre-selection, cooperation agreement, individual development programme, trainings, mentoring, subsidised employment, further employment. Other TOP projects will be implemented in parallel to the project, which do not affect the resource needs of the present project. The preparation of the project, the operation, support, monitoring, labour market services, and other professional services, training and investment promotion activities with the involvement of external service providers are carried out as own performance. The training institutions involved must have an authorisation to engage in adult education activities.
