Tolna County Employment Pact

The principle of geographical delimitation of the county pact is: The border of Tolna County, except for the area of Szekszárd Járás, which is the territory of Szekszárd’s MJV pact. In the case of local pacts, the county primarily performs the functions of Ernyőorganisation. The local pacts are implemented in Dombóvár-Tamás, Bonyhád and Paks. Demarcation principle by employer/target group: the employer’s place of business. However, given that there is no official guidance on accounting principles, and the total indicator number at county level is met at the County Government Office, the county, MJV, the local pact leaders and the Government Office — e.g. according to the location of the TOP 1 projects, business type, sector or address — shall enter into an agreement on the accounting of indicators during the project development phase and when central guidelines on clearing are available. The agreement is regularly reviewed by the parties during the implementation period, in coordination with the Government Office. If the delimitation by address becomes mandatory, a rethink of territorial delimitations is not excluded (for county, MJV and local pacts). The county government implements the (re)integration into the labour market of 1051 disadvantaged jobseekers and inactive people in the framework of the flagship project TOP 5.1.1-15, while preparing, supporting local employment and economic development initiatives and ensuring coordination at county level with the available HUF 1 255 million. The unemployment rate in Tolna County is even higher than the national average. There is a high share of low-skilled unemployed. The overall objective of the programme is to increase employability and employment; reducing the development gap based on territorial specificities. During the implementation of the project, our direct objective is to implement training and employment programmes within the framework of the employment cooperation in Tolna County, which are necessary for the expansion of the labour market, the training and placement of the target groups and the strengthening of the cooperation of the actors. The development contributes to the achievement of the county’s strategic goals, to the provision of specialists necessary for the development of the economy and to the activation of disadvantaged workers at the same time. On the one hand, we aim to achieve the objectives of the project by improving the quality and employability of the workforce and reducing its disadvantages on the labour market and, on the other hand, by improving labour quality and knowledge. According to our plans, out of the 1051 people included in the programme as a result of grants, the number of people eligible for employment is at least 459. According to our plans, the number of employees in the programme adapted to the needs of the individual will be at least 299 employees 6 months after completion. The leader of the consortium is the Tolna County Municipality, its responsibility and basic task is to ensure the professional implementation of the project. The Tolna County Municipality Office coordinates the project and manages the project management. The key partner of the county government in the implementation of the programme will be the Employment Department of the Tolna County Government Office, which will provide labour market instruments, subsidies for the target group and employers. The task of Tolna Nonprofit Közhasznú Kft. is to operate the pact office and establish cooperations. The Blue Bird Foundation was involved to provide labour market services. It is particularly important that those facing increased difficulties in accessing the labour market receive personalised assistance to overcome their disadvantages, improve their employability and find a job. At the Tolna County Municipality Office, 1 main project manager and 1 financial manager will be employed throughout the project to ensure the financial implementation of the project. The Pact Office will be established within the framework of Tolna Nonprofit Közhasznú Kft., using 2 main partner coordinators. At the Tolna County Government Office, 1 professional project coordinator, 1 financial project coordinator and 4 project staff perform the tasks. The Blue Bird Foundation employs 1 senior consultant, 2 employment advisers, 2 labour market mentors, 1 financial staff. One of the most important prerequisites for increasing the level of employment is that the demand for labour in Hungary grows significantly: there is a need for jobs that can be filled by social groups that are permanently absent from the labour market. The programme’s direct target groups include disadvantaged unemployed people, employers and players in the labour market of the region. The indirect target group is the members of the Pact, businesses and municipalities.
