Environmental infrastructure development in the municipalities of Hidasnémeti and Tornyosnémet

The municipality of Hidasnémeti plans to solve the problems of water management in the northern part of the village by submitting a call for tender No TOP-2.1.3-16 entitled Urban Environmental Infrastructure Developments. Széchenyi — Border Guard — Freedom — Hernád Street, and by establishing ditches planned to be built in the 1 155 m length between the drainage ditches that host the inland area and the waters and convey them to the Szartos stream and in Tornyosnémeti. Water treatment status, existing works and problems: Surface Waters Based on the Water Framework Directive, the project belongs to the Hernád-Takta river basin sub-unit, as follows: Hernád-Takta catchment sub-unit 2-1-7 Hernád upper Sartos stream: Its total length is 286 km, of which 118 km falls to Hungary. Its total water catchment area is 5 436 km², of which 4 300 km² is in Slovakia. Water gauge location: Hidasnémeti 97.04 rkm (below the estuary of Sartos stream ~350 m) Determining flood level: 156,55 mBf (74/2014. (XII. 23) The watercourse of Hernád dominates the entire valley. High-level, intense flood waves can develop. Typical data of Szartos stream: Catchment area: 129 km² Receptive watercourse: Hernád River 97.4 rkkm Does not dry out. In the event of sudden rainfall or swelling of the Hernad, it can spill out of its bed. Along the creek, the inner areas of Hidasnémeti and Tornyosnémet are protected from flood waves under municipal management. Reception conditions: The system of Szartos-patak is hosted by the river Szartos-patak. The Sartos stream has adequate digestive capacity. In the northern part of Hidasnémeti and in the southern part of Tornyosnémeti, a ditch passing through the deep end of the area between the two villages serves to lead the rainwaters into the reception area. This ditch also conveys to the host the waters coming from the outskirts of the hilly river basin under the rail. The location of Hidasnémeti and Tornyosnémeti is unique: the water draining from the hilly river basin is concentrated due to the new road 3 and the special location of the Miskolc-Kassa railway line. This ditch is also used to accommodate the drainage system of the M30 motorway. As part of the construction of the motorway, the ditches are being reconstructed, on the basis of the water rights permit No 35500/10890-40/2016, which is in the process of being constructed: — between the estuary and the railway routing, the bed is extended and covered: concrete sheet covering is built with closing teeth, 1 m bottom width, 1:1.5 brass, ~1 m depth; — standard flow: Q10 % = 6.4 m³/s; — the polarised estuarine section is rebuilt; — an extension of the airway through which the charge is crossed (with a frame of 2x 1,5 x 1.5 m); at the bridge of the old Road 3, the bottom level will be lowered, — the passage of the bicycle road next to the road will be expanded. Existing status: The part of the village lies on a slightly sloping hillside between the main railway line and the Sartos side. The residential area is thus bounded by the railway line from the west. From the east, the highway of the old road three separates the village from the bank of Sartos Creek. The streets are narrow, especially Széchenyi Street. In the streets the drainage of water is provided by trenches, where access to residential buildings is provided by concrete penetrating/coverboards of varying sizes, slopes and designs. Driving to the reception is not ensured, the ditch system is despiring. This causes problems in a more wet, flooding period. The ground water level rises significantly, and drainage at low points cannot be ensured. The waters flowing from the road and along the road at low points (e.g. in Hidasnémeti at the corner of Border Guard and Széchenyi Street) stop and spill. The water stops at low points endangers residential buildings. They also cause soil erosion and sediment is a serious problem, which has to be removed partly from ditches and partly from roads. It is therefore necessary to solve the drainage of the water from the recesses. During the 2010 flooding period, the drainage of rainwaters was hampered due to the flood wave of Hernád. Due to the half of the charge, the lock could not be reached. The deeper area between the two settlements was flooded by the water, flooding the Széchenyi street houses in Hidasnémeti.
