1. The aim of the project is to develop a Green City — to create a leisure, recreation and green centre of the city by parking and equipping the area currently underexploited and located in a municipal sub-centre, as well as the energy development of the Sports and Event Hall. The development is fully linked to the integrated urban development strategy of the city of Heves (strategic objectives: 3. Improving the efficiency of public services, 4. Increasing social inclusion; specific objectives: 3.2 Renovating public buildings, increasing their energy efficiency; 4.1 Establishing an attractive cityscape). Development is also linked to the Heves County Regional Development Programme (2014-2020) (priorities: 2.4 Creating a value-aware and inclusive society, 2.5 developing urban-rural relations in an environmentally conscious manner; measures: 2.4.4. Sport, movement as an indispensable pillar of a healthy life, 2.5.3 Sustainable settlement and spatial structure). The project is also in line with the objectives of the call for proposals for the Integrated Territorial Programme of Heves County (2014-2020). 2. The central action area of the green city program is located in the sub-centre of the settlement. The results of the project also affect the population of other settlements in Heves district beyond the population of the town, as the developed institution also performs district-level tasks, i.e. the inhabitants of the other settlements of the district also use it. The focus of the development is the nearly 2.1 hectare park, which is owned by the municipality and classified as green area. 3. Please describe the detailed professional content of the development. a.) Self-eligible activities are the main activity A to increase the surface area, habitats and biodiversity of the green surface and to reconstruct the plant stock of the green surface in a park of 2.1 hectares, which is currently not very attractive. Net: 97 000 000 HUF Gross: HUF 123,190,000 main activity “C” in the middle of the park there is a café and sports equipment rental, which the municipality distributes to a local entrepreneur for operation. Eligible activities that are not self-eligible The main activity “A”, the reconstruction of green areas, is complemented by the following ineligible, optional activities: Establishment and construction of walking paths and educational paths with permeable cover. Purchase of equipment necessary for the proper use of the site. (pads, waste collection vessels (selective), water fountains, information boards) The development of the usable building stock of the green area to be developed. Activities which are not self-eligible and are to be carried out on a mandatory basis: accessible transport throughout the park, energy efficiency: refurbishment, energy development, publicity, partnership of the Sports and Event Hall: during project implementation, civil society organisations and partners are involved. Soft activities: Promoting environmental awareness and an integrated approach among the population. Development of municipal identity and identity. Net: HUF 2.000.000 Gross: 2.540.000 Ft As a result of the development, the quality of life of the population is improved, as they can meet the needs of leisure and active movement in a landscaped environment. The change in the proportion of the low-status population is not affected by the project, all population groups are relevant for the purpose of the development, and no distinction is made between subgroups according to status. The budget prepared for the implementation of the project is realistic and cost-effective, and the use of local workers during the construction process is preferable. The project contributes to the territorial mandatory and relevant indicator implementation: in urban areas restored open spaces indicator value increases significantly, in the urban area is built a public or commercial building (pavilion), the size of renewable green surfaces is increasing. Technical-professional results of the project The green area affected by the development, the vegetation of the park is renewed, and its functions are expanded to ensure that it is used by the entire population. As part of the planned investment, the complete external insulation of the Sports and Event Hall will be replaced, as well as the replacement of the lighting fixtures above the aisle with energy-saving luminaires, thus the specific heat loss factor of the building will meet the requirements of the existing building energy regulation.
