The organisation applying for funding is Heves City Municipality and Heves-Alatka Traditional and Environmental Protection Association, the aim of the planned investment is to develop Lake Vicán in Heves into a tourist attraction; boosting the tourism of the settlement and thus of the region. At present, Lake Vican is an unutilised mining lake with no function, threatened by eutrophication, located close to the Heves segregates. The most valuable part is the bird world that the project would make observable and acquainted with. The central objective of the project is to present the fauna of the Heves Füves Puszta Protected Landscape Area in an interactive environment in a green environment, targeting the children and youth participating in public education as its main target group. The concept, which is synergistic with the development of the “Green City” in parallel to the part of the lake not affected by the project, aims to create an attractive attraction for tourists, but also for local residents. Thus, the development is logically linked to the application for aid under code TOP-2.1.2-16 of the City of Heves, which is planned to be submitted in response to the call entitled ‘Establishment of a Green City’. In addition, the project is logically linked to other tourist developments in Heves — the renovation of the Fisherman’s Mansion, the Pal Kő Memorial Museum and the chess museum — with which the city can offer complex cultural tourism programmes. The essential elements of the project are as follows: Making the part of the Vican lake in Heves accessible and accessible; Removal of debris, unnecessary waste, removal of invasive or unnecessary vegetation, introduction of local species, wooding, restoration of green surfaces on the shores included in the plan; The construction of observation points, built-up aisle and the construction of a land-based educational path; Installation of visitors’ infrastructure (pads, tables, etc.); Improvement of the building hosting the visitors; Construction of the host building, including the installation of interactive program elements. The finalisation of the interactive programme elements is the task of the first project phase. One of the elements of the program will be the land path, through which the living life of the lake can be observed through its closed lesions, but which offer information and connection to the subject, even if there is no observable individual in the field of vision. Additional programme elements will be available in the host building, with the following options: Ornithology-themed one-armed robber: Learning about the rich bird population of TK is an interactive application, game. With its design and gameplay, it helps the player to get acquainted with the bird species of the area, their names, appearance, singing/voice. Pairing of habitats and living beings in an interactive game. Simulation of bird-watches. As a result of the development, the local and regional tourism offer is expected to expand, as the town of Heves can come up with a complex package of programs in the field of ecotourism with the new services provided by the lake. Thus, the time spent by tourists in the area is a direct effect: tourists can spend 5-6 hours in connection with the guaranteed programmes; other events encourage a stay of 1-2 days. The development can be expected to have a positive impact on the region’s currently operating tourist service providers, as one of the objectives of the investment is to increase the number of guests through a variety of motivations and age groups. The growth of traffic will therefore be sustainable through well-targeted target group access, information and the provision of adequate standards. The aim is to make the services to be provided and the operators that are well-complemented, as sellers of quality products and service providers, accessible to tourists as an integral unit. The success of the development is guaranteed by the combination of complementary services and the search and organisation of cooperation opportunities. However, the project is key to job creation, rural development and local population retention, both at municipal and regional level. This development also contributes to encouraging the participation of disadvantaged groups in tourism (tourism as an income replacement activity); this will also greatly contribute to improving the quality of life of the population. Heves is not currently a member of a TDM organisation, but if it develops in the region, he announces his intention to join. The detailed description of the project and the demonstration of compliance with the criteria set out in the call will be detailed in the attached Business Plan.
