In the framework of the consortium cooperation of Jász-Nagykun-Szolnok County Municipality and Jász-Nagykun-Szolnok County Regional Development Agency Nonprofit Kft., 100 % owned by Jász-Nagykun-Szolnok County Regional Development Agency Nonprofit Kft., it plans to implement an industrial area development in Karcagon from the 2014-2020 Territorial and Urban Development Operational Programme in response to call TOP-1.1.1-16 JN2 — from the funds allocated to the County Municipality — HUF 517.82 million. The aim of the project is to develop an urban area of 13.6 hectares owned by the Municipality of Karcag (539/3hrs), which is currently an unimproved property. The property was designated as a priority development area in March 2019 by amending the settlement plan of Karcag City. Existing status: The investment is to be carried out on the north-eastern edge of Karcag in the “North-New Telecom” area next to the National Road 34101 (Vágóhíd Street). The site of the investment is currently covered with grass, with some trees and bushes on it. Areas directly affected by the road and the construction of public utility spinal lines: 539/3 and urban roads 2144/1, 2144/3 and the national road 2144/2. Under the planned project, the development of basic infrastructure and real estate will be carried out in the area to be developed as follows. In accordance with point 3.1.1B) of the call, the construction of the basic infrastructure of industrial areas within the boundaries of the plot — the construction of a 2 lane internal settlement road 6.5 m wide is planned at about 2000 sqm, with concrete pavement, rainwater drainage; — In addition to the planned internal road, the construction of drinking water, sewage, electricity, gas and telecommunications networks is completed with public utility outlets; — Construction of an internal settlement road network and the construction of car parks connected to the production hall with the fence of 2.28 hectares in phase I; In accordance with point 3.1.1B(b) of the Call, the construction and construction of a new building related to the production and service activities, and the execution of the necessary technical building investments. — Establishment of a production hall of approximately 990 sqm, with the necessary social and office service facilities, planned in phase I on an industrial area of 2.28 hectares; — And plans to install solar panels on the roof structure of the plant hall; The aim of the project is the long-term lease of the plant hall, which will be built in phase I, for which negotiations are ongoing with potential settlers and the conclusion of the cooperation agreement. Additional areas with basic infrastructure are suitable for receiving new settlers and for further expansion of activities started in Phase I. The planned project also meets the following key aspects of the Call for Content Assessment: 1. Fit 1.1 The development is in line with the objectives of the Call. 1.2 The subject of the aid application and the subject matter of the aid application is not covered by the grounds for exclusion set out in point 4.2 of the Call and point 2 of the ‘General Guide to Calls’. 2. 2.1 The Business Plan attached to the application for support shows the sustainable, economical operation based on local needs. 2.3 The project includes two separate eligible activities. 3. 3.1 A business plan is available at the time of submission of the aid application for the investment in respect of the subject of development and contains information that can be assessed. 4. Risks 4.4 A qualitative risk assessment was carried out in the Business Plan attached to the aid application. 10. Cost-effectiveness 10.1 The investment is planned in a cost-effective manner, with a realistic (based on market prices) and a cost-effective budget. The internal ratios were respected by the project. 11. Effectiveness 11.1 The development concept contributes to the achievement of relevant indicators. Furthermore, the substantive compliance with the evaluation criteria was attached by the project promoter to the rectification of the deficiencies, as only 5000 characters are available for full and detailed presentation in the detailed project presentation sheet.
