Őrbottyán town in the north-eastern part of Pest county is a village situated in Váci Járás, with a population of 7,073 inhabitants in 2015. The general administrative functions of the village are carried out by the Municipality of Őrbottyán City. The application is submitted in order to create the conditions for accession to the municipal ASP system provided for in Government Decree No 257/2016 (VIII.31.). In the framework of the project, the municipality intends to connect to the ASP system in the form of a system connection using the framework and specialised systems. Our goal is to connect to the following ASP specialist systems and to provide its IT background through the project: document management system, management system, electronic administration portal system, real estate inventory system, municipal tax system, industrial and commercial system, inheritance inventory system. The target group of our project is the employees of the mayor’s office responsible for the implementation and operation of the ASP service, and our indirect target group is the population, non-profit and economic actors living in the settlement. Justification: the IT tools used to perform general administrative tasks (table computers) are outdated. In order to connect to the ASP system and to operate it on a continuous basis, we plan to implement the following activities within the framework of the project: purchase a total of 8 workstations in MS Windows environment with software (desktop computer), as well as 1 switch port, rack cabinet and card reader. The number of assets to be procured under the project was determined in accordance with the size of the municipality and the extent of the administrative tasks to be performed. The technical specifications of the IT equipment meet the minimum requirements of the ASP Government Decree. Other activities under the project: improving the data quality of local government specialised systems, migration, testing, sharpening, participation in trainings, operational development and regulatory frameworks, performing project management tasks and ensuring mandatory publicity. Connect to the ASP electronic administration service system and provide an electronic administration service to citizens and businesses as indicated on the ASP information portal. The establishment of the electronic administrative process of the municipality, the creation of internal regulations related to electronic administration, the preparation of the necessary local government decrees and instructions for completion. The successful operation of the ASP system cannot be achieved without the acquisition of the above IT tools and the provision of activities. Taking into account the thresholds set out in the Public Procurement Act and the cost of the entire and individual activities, it is not necessary to carry out a public procurement procedure in relation to the implementation of the project. The purchase of IT equipment is to be carried out using an external supplier. We intend to improve the data quality, migration and testing and sharpening of local government systems by using external expert services. The development of operational development and regulatory frameworks (alignment of the IT security rules and the document management rules to the ASP’s operational order) we intend to carry out the activity through internal implementation and the involvement of staff involved in professional implementation. The development of the electronic administrative process of the municipality, the creation of internal regulations related to electronic administration, the preparation of the necessary local government decrees and instructions for completion are intended to be carried out by internal implementation and the involvement of existing staff involved in professional implementation. The project management tasks are set out in the 272/2014. We intend to implement internally on the eligible costs on the basis of the specific provisions applicable to public sector organisations, which are set out in Annex 5 to Government Decree No 45/2014 (XI.5).
