Improving the efficiency of the territorial presence and nature conservation management by the complex development of the nature protection guard service of the Aggtelek National Park Directorate

The aim of the project, which ANPI is planning to implement, is to improve the territorial presence and the effectiveness of nature conservation guarding through the complex development of the nature protection guard of the Aggtelek National Park Directorate — through the implementation of 3 project elements: 1. ANPI intends to contribute to the development of the watchkeeping office network with a new office building (and service facilities) planned for the Zemplén region, Tokaj. The ANPI currently does not have its own office in Zemplén region, and the guards perform the necessary tasks in the rented office. The region is located 100 km from the centre of the ANPI Jósvafői, but it is easily accessible by road. Daily work in the region cannot be provided from the centre of Oresvafő. The watch office to be built shall provide the appropriate environment and conditions for the performance of guard duties, the storage of assets and the reception of customers. 2. As part of the development of watch mobility, the quantitative and qualitative changes in the car park used in the daily work of nature conservation guards are reflected; Within the framework of the development of mobility related to the field presence, ANPI is planning to purchase 6 new off-road trucks under this project. With the acquisition, the development of a fleet of vehicles aged between 8 and 16 years old, which is in poor technical condition and thus has a high maintenance cost, is realised. With the partial replacement of off-road vehicles and the deployment of new equipment, the average age of off-road vehicles and the volume of mileage will be significantly reduced and the vehicle type configuration adapted to the task and off-road conditions will be created. The purchase of a special amphibious vehicle can ensure, on the one hand, traffic independent of the ferry crossing with significant constraints (day-limited operation, etc.) and, on the other hand, due to the characteristics of the vehicle, it is more suitable for off-road traffic for a significant part of the year than an off-road vehicle. The purchase of motorcycles represents a step forward in reaching areas that are difficult to access by off-road vehicles and, in the case of activities carried out alone (monitoring activities), replaces the use of cars as a more cost-effective means of transport, which slows down their amortisation. 3. Development of the tools for field data collection and monitoring with the following content: • the field equipment used by nature conservation guards during the day’s work (including the tools needed to process the results of data collection) As a result of the development, on the one hand, the members of the guard’s guard are provided with uniform means of personal use, which ensures the performance of tasks at a higher level in accordance with uniform requirements (16 notebooks, 9 field geo-informatics tools, 16 binoculars, 1 spacing and stand, 16 cameras, 16 field communication devices). In addition, 2 SLR cameras and 4 camera traps will be purchased among the monitoring tools. • special technical equipment to support the monitoring and guarding activities of the nature conservation guard Service The acquisition of special monitoring equipment — 3 thermal cameras, 2 drones — provides new possibilities for the watchkeeping at a technical level that is not available so far. These tools will make the field tasks of both monitoring and regulatory activities more efficient, thereby releasing significant capacity. The thermal camera plays a particularly important role in night-time large predatory monitoring and other watchkeeping tasks, while the use of the drone offers new opportunities in small or difficult areas. • and the establishment of an air traffic control support system with national scope The development of an air traffic control support system with a national target area requires the purchase of special equipment — both for camera recording and for tools and software processing its results. Our goal is to increase, modernise and unify the quality of the equipment stock by purchasing vehicles and monitoring tools to help mobility in the field, not only to replace the end-of-life, aged vehicles, but also to increase the quality of the equipment by purchasing more modern, better-quality equipment — with all this we increase the efficiency of the work. With the creation of a watch office in the Zemplén region, Tokaj, we create appropriate working conditions, the ability to perform administrative tasks, contact with customers, storage of vehicles, monitoring and data processing in a living and lifeless natural value. With the “Aeronautical Support System” an opportunity will be made available which, in addition to ANPI, can increase the effectiveness of territorial control in joint tasks, open to other national parks, which cooperate in the implementation of the project, as well as to the Ministry of Agriculture, through the use of res...
