The main purpose of the BM OKF is to protect the safety of life and property of the Hungarian population, the safe operation of the national economy and critical infrastructure elements, which is an extremely important public security task. Starting position: The negative impacts of climate change on our environment are becoming increasingly pronounced and creating new challenges for organisations involved in disaster management. Water damage poses a high risk, but it is also important to highlight the sudden local hazards caused by weather changes. Among the environmental impacts, events related to the development of temperature fluctuations and repetitive extreme conditions, as well as air movements, precipitation-related and independent negative effects endanger the safety of the population. Since it is not possible to completely prevent the emergence of root causes and consequences, disaster management should place the main emphasis on preparedness, operational and effective intervention readiness to effectively mitigate secondary damage. The aim of the project is to establish a central organisation that can be deployed at any point at risk in the country, with more than one defence capability, which can be used as a part or as a whole. More than one hundred technical equipment equipped for flood protection, water rescue and technical rescue during the implementation of the project (e.g.: technical rescue off-road pickup, mid-urban search and rescue equipment, rescue boats, machinery, trunk driving trucks will be set up. In connection with the project, we would set up specially trained units in the counties with the modular system, which would be able to intervene effectively either individually or jointly with professional disaster management bodies. It is necessary to equip the county population with personal protective equipment, special equipment and vehicles suitable for accessing the site of damage. The essence of the concept to achieve this goal is to provide, in addition to the professional disaster management forces, the availability of specially prepared volunteer rescue teams, organised from the local population, capable of responding to local specificities as soon as possible, suitable for carrying out the task, equipped with a uniform set of technical equipment and trained for the use of special equipment and for cooperation with disaster management. The development of civil protection modules, the modernisation and improvement of their vehicle and equipment availability, and the installation of appropriate new vehicles and technical equipment are a priority. In order to achieve this, a medium-term development plan has been drawn up with a strong emphasis on technical innovations, innovations and compliance with EU civil protection modules. Rescue organisations are able to contribute effectively and operationally to the tasks described above by providing adequate training, with sufficient resources and quality. They shall be provided with protective equipment of sufficient quantity and quality to protect the physical integrity of personnel performing disaster management tasks. With the realisation of the project objective, the acquisition of watercraft suitable for the rescue needs and the transport of vehicles, a well-organised unit with a uniform equipment pool will be created, which is suitable for the rescue of the population and material assets in distress and for the provision of logistical services by raising its staff to the same level of qualification. The rescue units set up in the modules are able to perform their activities, both together and separately, depending on the specificity and extent of the damage occurring. Once developed, it will be able to cooperate with other European countries in its domestic and international application by achieving international skills in targeted fields. The tasks necessary for the implementation of the project are carried out by the experts of the BM OKF on a part-time basis and as a target task, with the involvement of external experts. The courses and trainings are carried out partly with own performance, through the BM OKF Disaster Management Training Center (as an exclusive training organisation in the organisation of fire-fighting and technical rescue training) and within the framework of training courses purchased by the BM OKF Disaster Management Training Center. During the implementation of the project, it is foreseen that 6 EU procurement procedures, 2 national public procurement procedures and 6 procurements below the threshold will be carried out. The assets acquired remain the property of the BM OKF, which is used by the rescue organisation in need of improvement.
